DAI is seeking highly qualified candidates to occupy Consultant’s position (Short Term Temporary Assignment) IT Project Implementation Specialist to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.

Project Background

The purpose of the Promoting Integrity in the Public Sector Activity (Pro-Integrity) is to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred heretofore as the Activity) will work to achieve this purpose by addressing three independent objectives:

  • Strengthen national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence;
  • Strengthen anti-corruption compliance and control in local governance;
  • Advance transparency and accountability in resilience, recovery, and reconstruction efforts.

 The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.

POSITION DESCRIPTION  

The IT Project Implementation Specialist (hereinafter Specialist) will support the State Agency for Restoration and Development of Infrastructure (SARDI). SARDI aims to provide anti-corruption supervision during the planning and implementation of reconstruction activities to eliminate potential corruption risks, enabling the quality of restoration for its final beneficiaries. The Specialist will contribute to the development of the SARDI central office and Regional Restoration and Infrastructure Development Services (RRIDS) by supporting the development, modernization, implementation, system integration, and operation of information and communication systems (ICS) and software solutions, as outlined in the State Anti-Corruption Program and the Agency’s Anti-Corruption Program, to enhance the transparency and accountability of Ukraine’s reconstruction processes. 

KEY DUTIES & RESPONSIBILITIES  

  • Coordinate communication between technical support teams, developers, and other stakeholders to effectively resolve user cases. 
  • Develop and deliver training materials and workshops for end users. 
  • Participate in the development and updating of technical documentation, ensuring transparency. 
  • Participate in system testing and ensure timely bug resolution. 
  • Collect user requirements and feedback, forwarding them to the project team for implementation. 
  • Identify opportunities for automation and process optimization. 
  • Ensure system uptime and resolve any technical issues post-implementation. 
  • Evaluate post-implementation results and provide recommendations for future improvements. 
  • Ensure the security and data protection of implemented systems. 
  • Support the IT Project Manager in planning, organizing, and monitoring project implementation. 
  • Participate in the procurement of IT goods, works, and services. 
  • Facilitate integration of new systems with existing IT infrastructure. 
  • Manage change requests and ensure smooth transition during system updates. 
  • Monitor system performance and ensure that implemented systems meet performance benchmarks. 
  • Document key insights and lessons learned during the implementation process to improve future projects. 
  • Monitor and assess stakeholder satisfaction throughout the project to ensure alignment with user needs and expectations. 
  • Conduct impact analysis for any system changes or updates to ensure minimal disruption to ongoing operations.

QUALIFICATIONS AND REQUIREMENTS 

  • Bachelor’s  degree in Information Technology, Computer Science, Project Management, Economics, or a related field. 
  • At least 3 years of experience in IT project implementation, particularly with information and communication or analytical systems. 
  • Experience in modernizing and enhancing the functionality of IT systems, including preparing technical, qualitative, and quantitative specifications for procurement. 
  • Proven experience in developing guidelines, manuals, and instructions for IT systems, as well as conducting training for end users. 
  • Proficiency in project management tools (e.g., Jira, MS Project) and bug-tracking systems. 
  • Strong understanding of system integration and IT infrastructure. 
  • Knowledge of Agile methodologies (e.g., Scrum) and experience in manual system testing. 
  • Strong organizational skills, attention to detail, and ability to multitask. 
  • Excellent communication skills and experience working with stakeholders and end users. 
  • Fluency in Ukrainian; English proficiency is an advantage. 
  • Experience in government electronic services or infrastructure-related projects is an advantage.
