STATEMENT OF DUTIES:

This position is located in the Office of Economic Growth (EG), USAID/Ukraine Mission in Kyiv, Ukraine. The EG Project Management Specialist-Agriculture’s (PMS) primary responsibility is to provide leadership to the Mission on planning and implementation of agricultural assistance in Ukraine and to advise the Mission on issues pertaining to market-based agricultural development, sustaining safe and reliable agricultural production and exports, building the capacity of the agribusiness ecosystem, particularly Small and Medium Enterprises (SMEs), and managing related projects. The PMS will be contributing to the revitalization and reconstruction of the Ukrainian agriculture sector following Russia’s illegal military invasion.

The PMS leads the design, start-up, and implementation of large agricultural assistance activities to achieve program objectives and provides administrative approval for payments and personnel. He/she oversees the implementation of assigned activities through contractors and grantees; develops and monitors budgets for activities for which he/she is responsible; participates actively in planning of comprehensive programs in assigned areas; independently ensures that the procurement, budgeting, monitoring, and reporting processes associated with the agriculture program area comply with USG foreign policy objectives and are completed in a timely and accurate manner.

The PMS builds and sustains productive relationships with Ministerial and other high-level counterparts in the Government of Ukraine, other donors, the private sector and civil society organizations, as well as high-level U.S. Government officials. The PMS will independently undertake necessary research in support of Mission programs. Substantial reliance is placed upon the employee’s professional acumen and judgment, originality of ideas and creative thinking and her/his advice is sought on important and at times on extremely sensitive matters.

QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCE:

Education: Master’s degree in Agronomy, Agricultural Economics, Business Administration, or other equivalent graduate degree from an accredited university is required (i.e. Ukrainian, American or other equivalent accredited university).

Prior Work Experience: At least six years of progressively responsible, professional-level experience in developing and managing economic development activities; including at least three years’ experience in development related work for donor agencies, GOU organizations, or private-sector institutions which includes project design and performance monitoring is required. 

Language Proficiency: Level IV (fluent) English ability for reading, speaking, and writing is required; native facility in Ukrainian (Level IV).
