STATEMENT OF DUTIES:
The Energy Sector Project Management Specialist (“the Specialist”) will be a member of the USAID/Ukraine Office of Economic Growth (OEG). OEG manages a large and dynamic portfolio of energy and energy infrastructure development activities. The goal of OEG’s assistance is to collaborate with the Government of Ukraine (GOU) to advance energy system resilience, restore critical infrastructure, enhance distributed electricity generation, adopt energy sector reforms, and facilitate Ukraine’s post-war transition to a low-carbon, competitive, and European-integrated energy economy. As a member of the OEG Energy Team, the Specialist is responsible for managing, monitoring, evaluating, and reporting on OEG’s diverse range of energy activities. The Specialist will serve as a USAID Agreement and/or Contracting Officer’s Representative (AOR/COR) on one or more OEG activities and may serve as the alternate AOR/COR and/or Activity Manager for one or more activities. The Specialist provides expert advice and high-quality service to support OEG in planning, implementing, managing, and monitoring the Mission’s energy and energy infrastructure sector portfolio. The incumbent will independently undertake necessary energy sector research; organize and maintain activity databases, files, and other information repositories; and prepare reports, documentation, and other tasks as they arise. The Specialist will support the design and implementation of new initiatives focused on energy markets, access to energy services, renewable energy development, and infrastructure restoration/modernization. This work will include liaising with national and local GOU entities, energy sector utilities and regulators, other international donors, banks, and international financial institutions, and establishing/maintaining strong professional relationships on behalf of USAID/Ukraine.
QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCE:
Education: At least a bachelor’s degree with a degree in energy, energy infrastructure, engineering, business, management, economics, finance, law, or a related field is required.
Work Experience: This position requires at least five years of progressively responsible experience in development assistance, program management, or the energy/energy infrastructure sector.
Language Proficiency: Fluency (Level IV) in English and Ukrainian (oral and writing ability) is required.
