Duties and Responsibilities
 
In Ukraine, UNDP has been working since 1993 with the national and local authorities, public and private sector stakeholders, partners across the UN system, civil society, and local communities to promote inclusive growth and sustainable human development. Our work is guided and informed by the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals (SDGs), to develop targeted solutions to the country’s development challenges. We work in close collaboration with key ministries, departments, and agencies in a robust, integrated manner through Six Signature Solutions:
  1. Poverty and Inequality
  2. Governance
  3. Resilience
  4. Environment
  5. Energy
  6. Gender Equality

In Ukraine, these Solutions are integrated and targeted with a focus on three programmatic areas of support:

  1. Inclusive Development, Recovery and Peacebuilding
  2. Democratic Governance
  3. Energy and Environment

All three of these programmes are aligned with the national priorities, which includes accelerating sustainable economic growth and attracting green foreign investments, fighting corruption, resilient recovery and peacebuilding of the conflict-affected areas based on the principles of leaving no one behind ad building back better, and streamlining digital governance to make all state services accessible electronically.

The incumbent will promote UNDP’s mandate as a gender-responsive organization with zero tolerance to any kind of discriminatory and abusive behavior, including sexual harassment, sexual exploitation, and abuse.

Under direct supervision of ICT Associate, the incumbent executes ICT services in the CO, implements ICT management systems, provides daily technical support to users of information management tools and technology infrastructure. Works in close collaboration with the operations, programme and project teams in the CO and with UNDP HQs staff to resolve ICT-related issues.

Required Skills and Experience
  1. Support implementation of Digital and ICT strategies and introduction/implementation of new technologies
  • Comply with corporate information management and technology standards, guidelines, and procedures for the CO technology environment.
  • Provide inputs to elaboration of internal policies and procedures on the use of ICT. Elaborate the content of internal Standard Operating Procedures in ICT in consultation with supervisor.
  • Facilitate development and update the ICT annual plan and road map.
  • Facilitate the office business process re-engineering activities
  • Assist with market research and analysis of new technology systems, enabling improved ICT services
  1. Ensure effective functioning of the CO hardware and software packages
  • Facilitate maintenance of equipment and acquisition of hardware supplies, making routine repairs and change of hardware electronic components.
  • Install of commercial and in-house developed software and related upgrades, anti-virus programs on a timely basis.
  • Assist with development of new software packages for high impact results (e.g. office management system, electronic registry, etc) as required.
  1. Ensure efficient networks administration
  • Trouble-shoot and monitor network problems. Ensure that the UNDP desktop and network resources are protected from malicious virus attacks and deploy countermeasures in the event of the attacks
  • Maintain up-to-date parameters of information for the network clients and electronic mail.
  • Implement backup and restoration procedures for local drives. Maintain backup logs. Organize off-site storage of backups. Response to user needs and questions regarding network access.

  • Maintain of measures in place for business continuity and disaster recover processes and procedures including backup and restoration of both server and local storage facilities.
  • Networks administration support to other UN agencies as required and preparation of bills for cost recovery for the service provided.
  1. Provide web management services
  • Support to the maintenance of the CO websites and Intranet.
  • Trouble-shooting and monitoring of websites for UNDP and other UN agencies upon request.
  1. Provide administrative support
  • Provide advice on and assistance in procurement of new equipment for the CO and projects, provide technical specifications and information on best options in both local and international markets, review quotations and bids.
  • Maintain an up-to-date inventory of the software and hardware.
  • Maintain the library of reference materials.
  • Maintain the inventory and stock of supplies and spare parts in cooperation with the Procurement Unit.
  • Provision of ICT support to key events.
  1. Ensure facilitation of knowledge building and knowledge sharing in the CO
  • Identify and promote different systems and applications for optimal content management, knowledge management and sharing, information provision.
  • Organize trainings for the operations/projects staff on ICT issues.
  • Synthesize lessons learned and best practices in ICT.
  • Contribute to knowledge networks and communities of practice.
Education:
  • Secondary Education
  • Bachelor’s Degree in Information systems, Information Management, Information Technologies, Telecommunications, Computer Science, Engineering or related discipline is desirable, but it is not a requirement.
Experience:
  • 6 years of working experience in network administration and use of hardware/software, telecommunications facilities, knowledge of database packages, experience in web design.
  • 3 years of relevant experience will suffice if in possession of a Bachelor’s Degree in Information systems, Information Management, Information Technologies, Telecommunications, Computer Science, Engineering or related discipline.
  • Specialized certification in hardware and software management and application (Microsoft Certification, Cisco Certification) is desirable.
  • Demonstrated knowledge of UN/UNDP ICT practices is desirable.
  • Prior work experience in management of ICT services is desirable.
  • Knowledge of UNDP policies and guidelines is an advantage Experience with UN system ICT process reengineering is an advantage

Language requirements:

  • Fluency in English and Ukrainian is required.
