Job Title: Project Associate (x5) 

Location: Ukraine or United States 

Department: USAID Harvest: Communications and Learning Office 

Reports To: Program Manager, USAID Harvest, Communications and Learning Office 

Job Type: Full-Time 

 

The Harvest program is hiring five Program Associates to support each of the Operating Units within the USAID-funded Harvest program in Ukraine:  

  • Objective 1: Expanding Profitable Climate-Smart Market-Oriented Agricultural Production 
  • Objective 2: Farmers’ Access to Profitable Markets Improved 
  • Objective 3: Market System Efficiency and Inclusiveness Improved 
  • Operations Office, Finance and Administration  
  • Operations Office, Strategic Investment Fund  

Job Summary: Chemonics International is seeking five experienced and detail-oriented Project Associates to join our dynamic team. The successful candidates will manage the schedule and budget for one of three objectives, Operations Office, or Strategic Investment Fund team within the USAID-funded Harvest program in Ukraine (Harvest or USAID Harvest). The project Associates will help to ensure that projects/tasks under their assigned objective/office are delivered on time, within scope, and within budget.  To succeed, the project Associate will have proficiency in MS Planner, Project (Desktop or For the Web/Online) and Teams. Eligible applicants must be Ukrainian nationals or green card holders located in Ukraine or the United States. 

Key Responsibilities: 

Schedule Development and Management: 

  • Develop and maintain detailed project schedules for one of the three USAID Harvest objectives and Operations Office using MS Project Plan 3 subscription in an MS Teams environment.  
  • Ensure schedules adhere to annual work plans. 
  • Integrate schedules from multiple initiatives within an objective into a master schedule by working across objectives, Operations, and Strategic Investment Fund staff within the Operations Office. 
  • Report to and coordinate with a Senior Program Manager within the Communications and Learning Office to keep schedules and budgets up to date.  

Budget Development and Management:  

  • Assist staff of objective or operations teams to develop detailed project budgets in collaboration with other Harvest staff and stakeholders, if required. 
  • Monitor actual expenses against the budget and report variances, supporting corrective actions as needed. 
  • Prepare regular financial reports, including budget status, forecasts, and expenditure tracking. 
  • Support procurement processes, ensuring purchases are within budget and coordinating with vendors to optimize costs. 
  • Maintain accurate and organized financial records and documentation for audits and reviews. 

Monitoring, Controlling, and Communication: 

  • Track objective task progress and update schedules and budgets regularly. 
  • Identify schedule and budget variances and report on objective performance. 
  • Perform critical path analysis and risk assessment to anticipate potential delays. 
  • Create standard and ad hoc implementation dashboards for objective team leads, the Deputy Chief of Party and the Chief of Party.  
  • Communicate schedule and budget updates and status reports to objective teammates and other stakeholders. 
  • Facilitate schedule- and budget-related meetings, including launches, progress reviews, and planning sessions on a quarterly basis as part of the USAID learning sessions with stakeholders and Harvest staff. 
  • Provide clear and concise scheduling and budget documentation. 

Resource Management: 

  • Coordinating with project managers and team leads to allocating resources efficiently. 
  • Monitor resource availability and work with objective leaders to adjust schedules and budgets to accommodate resource constraints. 
  • Forecast resource needs and identify potential bottlenecks. 

Tools and Techniques: 

  • Utilize MS Project Plan 3 or equivalent for schedule and budget creation, tracking, and reporting. 
  • Develop and maintain scheduling templates and best practices documentation. 
  • Develop and revise standard reports for Harvest staff and management. 

Process Improvement: 

  • Continuously improve scheduling and budgeting processes and tools. 
  • Train Harvest team members on scheduling and budgeting tools. 
  • Participate in scheduled, after-action, and ad hoc reviews to identify scheduling and budgeting improvements. 

Embedded Team Member: 

  • The Project Associate is embedded within the objective implementation team or Operations Office. 
  • They collaborate closely with the objective team and its leader to ensure alignment and effective schedule and budget management. 
  • They report to the Program Manager in the Harvest Program Office of Communications and Learning, which is headed by a Communications and Learning Director who reports to the Chief of Party of Harvest.  

Qualifications: 

  • Education: 
  • Bachelor’s degree in project management, Business Administration, Computer Science, or a related field. 
  • CAPM (Certified Associate in Project Management) or PMP (Project Management Professional) certification preferred. 
  • Experience: 
  • Minimum of 3-5 years of experience in project scheduling and budgeting. 
  • Proficient in MS Project, Planner, and Teams. 
  • Solid understanding of PMBOK principles and practices. 
  • Knowledge and experience implementing Lean/Agile projects is a plus 
  • Skills: 
  • Excellent analytical and organizational skills. 
  • Strong communication and interpersonal skills. 
  • Ability to work effectively in a fast-paced, dynamic environment. 
  • Detail-oriented with a strong focus on accuracy. 
  • Fluency in Ukrainian and strong English speaking/writing is required  

Working Conditions: 

  • Standard office environment or remote location in Ukraine or the United States. 
  • Occasional travel within Ukraine or the Chemonics Washington DC Office in the United States, depending on primary work location, may be required.
