Global Communities is seeking a qualified and experienced Senior Finance Manager for the five-year USAID-funded Decentralization Offering Better Results and Efficiency (DOBRE) project. This project will strengthen local governments in newly consolidated communities to effectively manage resources and services that respond to community priorities and improve citizen engagement and oversight in local governance.
Global Communities, formerly CHF International, is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The Senior Finance Manager provides leadership, in coordination with the Director of Finance and Administration, in overseeing the financial aspects of the DOBRE program offices to ensure accurate financial reporting to the management team and to USAID; and to ensure financial systems and reports are in compliance with Global Communities’ accounting practices and USAID rules and regulations.
SPECIFIC RESPONSIBILITIES:
- Ensure that the program adheres to all USAID and Global Communities financial policies and procedures at all times;
- Work directly with the Director of Finance and Administration to complete monthly financial reporting deliverables accurately and on time;
- Oversee maintenance of filing systems to ensure adequate documentation all financial transactions and processes;
- Oversee the maintenance of the QuickBooks Accounting System ensuring that field office transactions are posted correctly and timely and that data is posted and backed up on a daily basis;
- Review check and cash payment vouchers to ensure proper and sufficient corresponding paperwork is attached and ensure that all approvals/authorization are received before payments are made;
- Ensure that all Global Communities financial transactions are promptly recorded in the accounting system correctly in all Global Communities offices;
- Prepare monthly bank and cash reconciliations for all Global Communities cash and bank accounts in Ukraine and ensure that these are properly reviewed, authorized and submitted;
- Review all financial documentation including Payment Vouchers, Petty Cash Vouchers, Journal Vouchers, EFT Vouchers and Payroll Vouchers at all Global Communities offices in Ukraine;
- Work in direct liaison with the Director of Finance and Administration on a regular basis to report project costs and current financial status;
- Follow up on all outstanding receivables due to the organization including staff receivables and intercompany invoices;
- Support all External and Internal Audits and provide financial information to External Internal Auditors as required;
- Participate in training for building the capacity of Partner organizations in financial management of grants;
- Carrying out regular OFAC checks for program staff, suppliers, consultants, partners and contractors and ensuring that annual OFAC reports are submitted timely and correctly;
- Supervise and mentor other program finance staff;
- Maintain strict confidentiality of all privileged information regarding both human resources and fiscal matters;
- Other duties and responsibilities as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
- Advanced knowledge of non-profit accounting practices, including USAID regulations and multi-currency accounting. Advanced knowledge of accounting software. Knowledge of budgets. Familiarity with USAID rules and regulations.
- Excellent critical thinking skills and sound judgment. Proven willingness to make timely and sound decisions based on accurate judgment.
- Excellent verbal and written communication skills.
- Excellent interpersonal skills as necessary to work effectively with persons on all levels both inside and outside the agency.
- Ability to work effectively in an atmosphere of multiple projects, shifting priorities, and deadline pressure.
- Ability to work effectively in a team environment.
- Ability to perform and complete a variety of complex and detail-oriented duties in a deadline driven, fast paced environment.
- Proven ability to effectively use databases spreadsheet, word processing, and position-specific software.
- Willing and able to travel to field offices as needed.
QUALIFICATIONS
- Minimum of 7 years of related work experience;
- Minimum of 5 years of experience working with foreign donors (preferably USAID)
- Advanced knowledge and experience with accounting software (QuickBooks, and MS Office applications);
- Advanced working knowledge of MS Word and Excel computer programs
- Track record of flexibility and cultural sensitivity when working with NGO partners, and the ability to adapt Global Communities policies and procedures to the local context;
- Prior experience in grants management programming;
- Advance interpersonal communication skills, relationship building and organization skills;
- Able to read and interpret documents, strong communication skills;
- A person of known integrity.
- Minimum BA degree in Finance, accounting, management or related field or Certified Public Accountant
LANGUAGE SKILLS
Must have professional-level English, both written and oral, and fluency in Ukrainian and/or Russian. Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.
WORKING CONDITIONS
Able to sit at a computer and operate a keyboard, for extended periods of time. Must be able and willing to frequently travel domestically to regional offices and program sites.
