USAID/Ukraine Public Health System Recovery and Resilience Activity will strengthen public health capacities, standards, outreach services, and access to essential health care services during crises such as COVID-19 and other health-related challenges, as part of supporting Ukraine’s pathway to self-reliance. This is to be a five-year activity started in May 2022.
Position Purpose
Pact seeks Monitoring and Evaluation, Strategic Information Senior Advisor who will be responsible for successful M&E of the program and for generating and translating evidence to inform programmatic adaptation.
Essential Duties and Responsibilities
Monitoring and Evaluation, Strategic Information Senior Advisor will be responsible for, but not limited to, the following tasks:
- Oversees the design of a MERL system that integrates known standard best practices with innovative methods.
- Develops and implements a system for monitoring progress towards intended results.
- Oversees the development and maintenance of a comprehensive project data management system including effective, efficient and secure flow of data from collection through compilation, storage, analysis and reporting.
- Ensures data use for decision making through routine review and interpretation of data, packaging and disseminating findings in a meaningful way, and making recommendations for adaption.
- Design program data collection tools.
- Desing and manage surveys.
- Prepare analytical materials to inform programming.
- All other duties as assigned
Qualifications
- Bachelor’s degree in public health, sociology, economy, math or related discipline and 8+ years relevant experience or equivalent combination of education and experience, including 4 years of management experience.
- At least 5 years’ experience in project monitoring and evaluation.
- Excellent analytical skills.
- Excellent management skills.
- Excellent skills in computing, word processing, work with tables and graphs/diagrams, presentations, etc.
- Proficiency in English and Ukrainian
Preferred Qualifications
- Work experience with an international organization, USAID in particular.
- Good inter-personal skills and ability to work collaboratively on a wide range of issues.
- Pro-active, intuitive, fast thinking and able to work with minimal supervision.
- Excellent organizational skills and ability to manage a complex workload and deadlines.
