The Partnership Fund for a Resilient Ukraine (PFRU), implemented by Chemonics International, is a multi-year, multi-donor funded program managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine. PFRU’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression. The Early Recovery component of PFRU is focused on support to areas impacted by war, including areas liberated following the Russian forces occupation of territory for a period of time since the start of the 24 February 2022 full-scale invasion, or areas that are heavily damaged or under the threat of shelling. Early Recovery currently works in eight Oblasts – Kyiv, Chernihiv, Sumy, Kharkiv, Mykolaiv, Kherson, Donetsk, Luhansk. Early Recovery supports the state to immediate community priorities in liberated areas through a variety of sub-projects that includes community services, community protection, community safety, community governance, community security, community engagement, coordination and planning, and strategic communications.

Objective
The Senior Recovery Assistant will support Early Recovery Advisers in delivery of PFRU’s Early Recovery component. The Senior Recovery Assistant will support Recovery Advisers with the collecting of relevant information and data and drafting of technical memos and reports, such as Activity Proposal Memos, Activity Completion Reports, and Hromada Plans. The Senior Recovery Assistant will also provide administrative and operational support to Recovery Advisers to support activity design, delivery, and closeout in assigned Oblasts (to be determined based on need). As needed, the Senior Recovery Assistant will also work closely with the Early Recovery Leadership Team, Oblast and Hromada Administration officials, as well as central government authorities, to coordinate the delivery of stabilization interventions and impact.

Specific Tasks
• Directly support Recovery Advisors in the development and implementation of PFRU Early Recovery activities in assigned Oblasts in collaboration with Oblast Administrations, local authorities and civil counterparts,.
• Collect relevant information and data and draft technical memos and reports, such as Activity Proposal Memos, Activity Completion Reports, and Hromada Plans.
• Provide administrative, operational, and procurement support for the development and implementation of activities.
• Assist in coordination efforts with Oblast and Hromada level authorities to ensure all parties are proactively and actively aware and engaged on all PFRU Early Recovery activities. Ensure activity engagements are appropriately formalized and documented, including within memoranda of understanding with relevant government departments.
• Assist in PFRU Early Recovery Rapid Field Assessments in recently liberated areas to identify new activities in collaboration with Oblast and Hromada level authorities, civil society and community stakeholders. Conduct field site visits to monitor implementation of existing activities.
• Assist in design and manage capacity development initiatives to improve government authorities’ ability to lead strategic, tactical and operational activities and coordination, including at the international, central, regional and local levels.
• Assist in the development proposals, budgets and Terms of Reference for new Early Recovery activities.
• Assist in ongoing needs analysis, including the evaluation and integration of information from a variety of sources to assess stabilization resource requirements and impacts and target new activities and interventions for Early Recovery. Integrate learning and adaptation and closely coordinate with PFRU Monitoring, Evaluation and Learning team personnel to develop indicators and milestones to monitor, report on and maximize impact.
• Assist in incorporating a gender inclusive perspective in all areas of work, ensuring equitable participation in all PFRU activities.
Profile
The Senior Recovery Assistant will have the following qualifications and experience:
• A university degree (and ideally a post-graduate degree) in international relations, international development, conflict or stabilization studies, government or public administration or related fields.
• A least 2 years of experience in the conflict, humanitarian, emergency or stabilization sectors, including experience in conflict affected areas of Ukraine. Demonstrable experience in other related sectors can be considered in lieu of the above.
• Experience working directly or in collaboration with central, regional or local government or civil society organizations is highly desired.
• Excellent and demonstrable coordination and problem-solving skills, including an understanding of approaches and techniques to rapidly implement appropriate solutions.
• Demonstrated ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. in the context of war, natural disaster and human misery), showing persistence when faced with difficult problems or challenges and remaining calm in stressful situations.
• Excellent communications skills including speaking and writing clearly and effectively in Ukrainian and English.
Place of Assignment and Reporting
This is an in-person position working directly from the PFRU office in Kyiv, Ukraine. The Senior Recovery Assistant will report directly to one or more Recovery Advisers.
