Summary:     

The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine.  

The PFRU’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression. This outcome is designed to facilitate the rebuilding of a more resilient, socially cohesive, inclusive, democratic, and prosperous Ukraine.  The PFRU provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence.

Principal Duties and Responsibilities

The Senior HR & Talent Management Officer position is responsible for leading and facilitating the local recruitment process for the PFRU project.

Responsibilities

  • Recruit new talent for the PFRU project, including developing job descriptions and scopes of work.
  • Handling high-level recruitments in PFRU such as DTLs, Directors, Leads, Managers (local and international if needed)
  • Serve as primary point of contact on Recruitment issues in PFRU.
  • Manage the recruitment process, including reviewing applications against desired qualifications and anticipated scope of work, conducting HR interviews, recommending strong candidates for interviews, scheduling interviews, conducting interviews in conjunction with relevant existing staff upon need, preparing interview question.
  • Manage ongoing correspondence with candidates, including the collection of biographical data documentation, previous employment documents.
  • Controlling conducting written and verbal reference checks by HR assistant.
  • Review candidates’ employment history, the allocated budget for the PFRU project and make recommendations for salary offers.
  • Arrange interviews and manage schedule for recruitment timeline.
  • Collect recruitment documentation and integrating it into personnel files.
  • Prepare a Job Offer for the candidates and take part in negotiations if needed.
  • Provide all the information about benefits package and working conditions to the candidate.
  • Confirms all new hire paperwork is submitted and personnel files are complete and compliant with Chemonics policy, local labor laws, and FCDO regulations.
  • Research avenues for effective advertisements across Ukraine.
  • Serve as a POC for Job advertisement web-sites, manage the process of purchasing slots for posting, oversee posting of vacancies by HR assistant.
  • Manage LinkedIn PFRU recruitment profile, make sure all needed positions are posted there, use this profile for direct search of candidates.
  • Ensures project compliance with local labor laws by conducting regular audits and keeping updated on local labor laws and HR best practices.
  • Ensures all HR management practices conform to the projects and Chemonics’ policies, best practices, FCDO rules and regulations, and the local labor laws.
  • Manage Mental Health activities for PFRU: work together with Mental Health Adviser, conduct surveys, collect staff needs/feedback, make proposals for Mental Health Activities for PFRU staff.
  • Provide support and consultations in difficult HR situations.
  • Perform other duties as assigned by the HR Manager or her designee, replace HR Manager in case of absence.

Qualifications

  •  Degree in business administration, finance, law, management or another relevant field required
  • Minimum 5 years of relevant experience working in recruitment management or human resources is required.
  • Strong experience with Word processing (Microsoft Word), spreadsheet (Microsoft Excel), e-mails (Microsoft Outlook) are required.
  • Knowledge about team management and Mental Health
  • Strong verbal and written communication skills in English and Ukrainian are required.

Location of Assignment

Kyiv, Ukraine.

Supervision and Reporting

The Senior HR & Talent Management Officer will report directly to the HR Manager.
