Senior Health Financing Advisor
Project Overview and Role:
The purpose of the USAID Health Reform Support (HRS) project is to support a transparent, accountable, and effective healthcare system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high-quality, evidence-based healthcare services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which includes:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability, and responsiveness of the health care system.
- Improve the service delivery system at all levels.
Russia’s ongoing invasion presents significant challenges to the Ukrainian health care system, and HRS has adjusted activities across all five objectives to respond to the current and future needs of the Government of Ukraine (GOU).
Primary Duties and Responsibilities:
The Senior Health Financing Advisor will provide technical advice and support as a member of the Health Reform Support (HRS) Project health finance team. All assignments will be done in coordination with the Senior Technical Advisor, HRS Health Financing Component Lead to provide relevant technical assistance on health financing and facilitate collaboration with other Palladium staff as needed. Responsibilities include and are not limited to the following:
- Support the Ministry of Health of Ukraine (MOH), National Health Service of Ukraine (NHSU), and other stakeholders to design and implement the new health financing model through appropriate health economic and financing data collection, analyses, and modelling. This may include conducting political economy analyses to examine opportunities and barriers to financing healthcare.
- Lead the development of recommendations to refine the payment mechanisms for people receiving treatment for an extended period on an inpatient basis (long-stay patients) treated under four selected PMG packages, including civilians with war-related trauma.
- Prepare health financing and health economics analyses, recommendations, briefing notes, and assessments for internal and client use.
- Support the MOH, NHSU, and other stakeholders with global best practices and local analyses to inform the adoption and implementation of the new health financing model and to identify and implement cost efficiencies and containment.
- Support the HRS to develop capacity at the MOH and other relevant institutions to manage newly developed systems and tools for financial management, in coordination with other ministries (including preparation of relevant training materials, running trainings, and coaching MOH and NHSU staff).
- Conduct assessments and analyses, including statistical simulations that will contribute to healthcare financing reform and contribute to the design of payment systems and a state-supported insurance program.
- Formulate themes and ideas on new directions to take with the annual workplan preparation in the areas of health financing and economics.
- Participate in HRS Technical meetings and assist in preparing meeting agendas, notes, reports, and media briefings.
- Any other tasks as assigned.
Required Qualifications:
- Master’s Degree or higher in areas related to Health Management, Social Sciences, Economics, and Public Health.
- At least five years of experience working on health financing and economics.
- Experience in delivering capacity-building presentations.
- Experience in health data analysis.
- Strong analytical skills and skills with Stata, SPPS, Excel and other software for statistical analysis.
- Strong communication skills.
- Ability to work in a team.
- Excellent planning and time management skills.
- Strong English-writing skills.
- Strong Ukrainian speaking and writing skills.
