Project Description
The purpose of the USAID Furthering Health Reform and Recovery Activity project (FHR) is to Improve the Health System’s Accountability, Efficiency and Transparency in Ukraine to Optimize the Use of Scarce Resources, Provide Equitable Access to Quality Services and Expand Universal Health Coverage to Meet the New and Emerging Health Needs for Ukrainians During and Following the War – and is encompassed in five objectives:
- Objective 1: Strengthen sustainable financing and governance of healthcare to support health reform and recovery.
- Objective 2: Improve health workforce capacity for accountable provision of quality healthcare.
- Objective 3: Expand reach and capacities of digital health platforms and tools driving transparency and accountability.
- Objective 4: Strengthen public support for health reforms aimed at transparency, efficiency, and accountability.
- Objective 5: Restore health services and reconnect people to care.
Reduction of corruption is the overarching objective cutting across all the five Objectives. FHR will advance the USAID/Ukraine Mission strategic objective of Reducing Corruption in Targeted Sectors by supporting the refinement and implementation of national healthcare reforms, and helping to institutionalize improved accountability and efficiency mechanisms in the health system.
FHR is a five-year project running from October 2024 to October 2029.
Position Summary
The Senior Advisor for Digital Health is expected to support FHR’s Objective 3 focused on expanding digital health platforms and tools. The Senior Advisor will leverage technical expertise to support the design and delivery of activities under this objective, and work with key stakeholders to advance those priorities, including the Ministry of Health (MOH) and the National Health Service of Ukraine (NHSU). All activities will reinforce transparent transactions between different stakeholders of the health care market and support the reduction of covert deals across the ecosystem.
This is a full-time position based in Kyiv, Ukraine. Qualified Ukrainian nationals are strongly encouraged to apply.
Tasks and Responsibilities
Duties and responsibilities will include, but will not be limited to:
- Support project planning, contribute technical expertise as necessary to ensure project implementation, with a focus on results and financial accountability and sustainability for all project activities related to eHealth/HMIS activities;
- Work with component and Operations Leads, technical staff, and consultants to coordinate and find cross-project opportunities to amplify technical assistance;
- Support the implementation and growth of a functional national, integrated health information system (eHealth);
- Support implementation of international best practices and standards related to information technology, health technology and cybersecurity (i.e., NIST, open data, FHIR, GDPR) aligned with USAID and USG policies;
- Develop the skills of health service providers to operate the new eHealth system;
- Increase analytical capability of the MOH and its relevant divisions to use and interpret data for evidence-based policy decision making;
- Develop working relationships with institutional counterparts, including relevant government ministries, oblast administration agencies, academic and research institutions, national coordination bodies, national and international non-governmental organizations (NGOs), development partners, and USG-supported programs and projects;
- Conduct training and other capacity development efforts within project team and with stakeholders;
- Prepare briefs and analyses based upon project, client, and counterpart need; and
- Complete other ad hoc tasks as assigned.
Requirements/Qualifications
- Bachelor’s Degree in relevant field, such as computer engineering, management information systems, software engineering, computer programming, Business Administration or other related field.
- Demonstrated technical expertise in and at least 10 years of managing technical assistance in the areas of information technology, eHealth/digital health systems, and health data management.
- Strong interpersonal, writing and oral presentation skills in English are required. Fluency/proficiency in Ukrainian and/or Russian strongly preferred; and
- Must be willing to live in Kyiv, Ukraine.
The Senior Advisor for Digital Health will report to the Objective 3 lead.
