SUMMARY

EF is leading the implementation of the Digital Transformation Activity (DTA), an innovative eGovernance program that aims to bolster Ukraine’s digital transformation to promote the nation’s economic revitalization, transparency in reconstruction, and democratic governance during the ongoing conflict and beyond. DTA is co-funded by USAID and UK Dev.
EF is recruiting for the position of Senior Program Manager (Electronic Communications and eGovernance).
This role oversees all electronic communications initiatives and other eGovernance projects within the Diia Ecosystem component (e.g., digitalization of public services, development of public registries, implementation of AI initiatives), ensuring they align with national strategies and objectives. The manager plays a pivotal role in enhancing electronic communications capabilities by leading projects, enforcing compliance, and managing legislation development. The Senior Manager also coordinates hardware procurement projects of Diia Ecosystem component and reports to the Diia Ecosystem Lead.
DUTIES
- Coordinate with the Ministry of Digital Transformation of Ukraine on electronic communications initiatives to ensure alignment with national strategies and objectives. The draft strategy of electronic communications can be found here.
- Collaborate with government stakeholders and businesses (e.g., electronic communication providers) to identify telecommunications needs and develop solutions that align with organizational objectives.
- Develop and implement work plans for Diia Ecosystem projects related to electronic communications, ensuring alignment with organizational goals and objectives.
- Lead and manage electronic communications projects within the Diia Ecosystem component, including broadband connection initiatives, 5G technology implementation, and the development of the legislative framework for the electronic communications sector.
- Maintain effective cooperation with implementing partners on electronic communications projects, ensuring strict adherence to the Diia Ecosystem work plan.
- Manage budget allocations for telecommunications projects and supervise contractor payments.
- Coordinate other eGovernance projects within the Diia Ecosystem component (e.g., digitalization of public services, development of public registries, implementation of AI initiatives) as assigned by the Diia Ecosystem Team lead.
- Monitor the quality of deliverables and outputs of electronic communications projects, providing regular technical inputs to program reports to meet donor requirements.
- Oversee the procurement process for hardware within the Diia Ecosystem component, ensuring compliance with regulations and budgetary constraints.
- Manage the preparation of technical documentation for hardware procurement projects within the Diia Ecosystem component, including technical specifications, requirements (ToRs), and selection memos.
- Work closely with the procurement department to ensure effective implementation of hardware procurement projects.
- Undertake additional analytical and administrative duties as assigned by the Diia Ecosystem Team Lead.
EDUCATION
- Master’s degree in Management, Public Administration, IT, Social Sciences, or other relevant fields from an accredited university.
QUALIFICATIONS/EXPERIENCE
- At least 5 years of experience in a similar role, with a proven track record of successfully managing complex electronic communications projects.
- Previous experience working with international assistance projects is an asset.
- Experience in developing projects on eGovernance and digital public services is a plus.
- Demonstrated understanding of core enabling technology, such as interoperability solutions, or experience developing specific digital public services.
- Understanding of innovative IT tools and knowledge-sharing mechanisms.
- Demonstrated knowledge of Ukraine’s political context, public services reforms, relevant civil society organizations, and government service delivery.
- Professional skills in working with JIRA/Confluence and other online project management tools.
- General understanding of project management techniques like Agile, Scrum, Kanban, etc.
- Business analysis skills.
- Excellent organizational skills and attention to detail.
- Strong planning, writing, communication, and data analytics skills.
- Native Ukrainian required; proficiency in English writing and speaking required.
