Swiss TPH шукає regulatory specialist in public health

Swiss TPH seeks a regulatory specialist in public health to provide technical support to the USAID “Public Health System Recovery & Resilience Activity” (“Project”) on developing, implementing, and monitoring health policies that will ensure sustainable, resilient and efficient public health system in Ukraine at the national and subnational levels. A consultant will be responsible for the development and implementation of the Project’s activities related to health policy, ensure cross-cutting collaboration and report on the achievement of the set targets.

Main purpose of consultancy/technical support

  • Analyze the current regulatory framework, identify regulatory gaps, and develop recommendations for improving the regulation of immunization
  • Analyze the current regulatory framework, identify regulatory gaps, and develop recommendations for improving the regulation of public health emergency preparedness and response mechanisms, particularly around inter-sectoral coordination and information exchange
  • Analyze the current regulatory framework, identify regulatory gaps, examine international best practices, conduct on-site documentation review and diagnostics on infectious disease surveillance, and develop recommendations for improving the regulation of disease surveillance mechanisms, particularly around the roles and responsibilities of PHC and RCDCP staff
  • Analyze the current regulatory framework, identify regulatory gaps, and develop recommendations for improving the regulation of biosafety & biosecurity
  • Analyze the Ukrainian landscape and international best practices to develop recommendations on the role of the MOH and UPHC in environmental health
  • Provide technical assistance in other policy development efforts to strengthen the public health system in Ukraine in areas related to the project’s priorities.

Ensure proper reporting on the set targets in accordance with the project requirements

Period of performance: November 2023 – February 2024

Requirements:

  • Master’s degree or higher from an accredited university in in law, preferably public law.
  • Additional degree or certificates in public health, social or behavioral sciences, political science, public administration, business administration, or a relevant field is an asset.
  • At least five years of experience developing, implementing, and/or monitoring health policies.
  • Experience in health policy development in Ukraine.
  • Demonstrable experience with policy development to support ongoing public health reform efforts in Ukraine is an asset.
  • Knowledge of the political, social, and economic context of Ukraine, including processes for development, revision and approval of health policies.
  • Broad understanding of public health, health systems, and health policy and practice in Ukraine.
  • Experience working with community-based organizations and/or key populations in Ukraine.
  • Demonstrated leadership skills.
  • Track record of effectively managing a diverse team of employees and partners.
  • Demonstrated ability to work in complex environments and work with and between different stakeholders.
  • Demonstrated skills in problem solving and consensus building.
  • The candidate must be demonstrably proficient in (oral, writing and reading) Ukrainian and English.
  • Ability to travel within Ukraine and occasionally internationally, when health and safety situation allows.
  • Ukrainian nationality, strong teamwork and communication skills, and interest in continuous professional development.
  • Ability to travel to the respective regions as required (with safety considerations duly handled by the project)
