FHI 360 is currently recruiting for a Technical Advisor, Community HIV Testing and Linkage Models Implementation Lead to work under the USAID-funded Ukraine Community Action for HIV Control project.

Job Description:

The Technical Advisor, Community HIV Testing and Linkage Models Implementation Lead will support design and implementation of FHI 360’s technical activities under the USAID-funded Community Action for HIV Control project in Ukraine. This five-year project aims to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improved prevention, testing, and linkage to care among key and priority populations. Community Action for HIV Control will improve accessibility, acceptability, equitable coverage and efficiency of HIV services, and will be implemented in close cooperation with the Center for Public Health (Ministry of Health, Ukraine).

The Technical Advisor Community HIV Testing and Linkage Models Implementation Lead will report to the FHI 360 Senior Technical Advisor, HIV Services and provide technical expertise, training/skills development and managerial support for differentiated HIV testing and linkage to treatment and care models for key populations and their sexual partners. The Technical Advisor, NGO and CBO DSD Models Implementation Support Lead will coordinate the work of Program Officers who will be providing technical programmatic support to regional NGO and CBO partners in implementing differentiated HIV testing and linkage to treatment and care models for key populations and their sexual partners.

Specific Duties:

  • Lead the review of current testing strategies, including index and social network, implemented by community partners in Ukraine, and identify areas for strengthening.
  • Manage team of Program Officers who will be providing technical programmatic support to regional NGO and CBO partners in designing and implementing differentiated HIV testing and linkage to treatment and care models for key populations and their sexual partners.
  • Provide technical assistance and training to respond to index and social network testing areas for improvement.
  • Lead adaptation, packaging, and standardization of successful HIV testing models.
  • Support strengthening of HIV self-testing in line with national guidelines.
  • Lead review of patient navigation interventions and other strategies for linkage to treatment and care services implemented by community partners.
  • Provide technical assistance and training to enhance linkage to HIV treatment, in coordination with treatment partners.
  • In close coordination with the Capacity Development team, support technical capacity development approaches and activities to strengthen the testing and linkage to care activities, with a focus on models that are efficient, responsive to clients’ needs, and aligned with global best practice, and shifting demographic trends.
  • Support the Monitoring and Evaluation team in building community partner capacity for high frequency data review and analysis for agile performance improvement.
  • Contribute to development and submission of technical reports and other deliverables.
  • Develop and maintain relationships with partners in the field, including government officials and community leaders.
  • Liaise with the capacity development and strategic information teams within the program to support partners as one team.

Minimum Requirements:

  • Master’s in Public Health or similar degree in Social Sciences or substantial working experience in the HIV prevention public health field in Ukraine.
  • 5-8 years of relevant experience in management of large projects and/or programs.
  • Demonstrated experience designing and implementing HIV/AIDS testing and linkage to care activities, with a focus on key populations and vulnerable populations in Ukraine.
  • Previous experience working with USAID/PEPFAR or GF supported program and organizations working with key and vulnerable populations.
  • Cultural understanding and sensitivity to demands of key and vulnerable populations and an understanding of gender and sexual diversity.
  • Demonstrated ability to perform complex data analyses and make recommendations based on findings.
  • Strong management and leadership experience with proven experience leading a diverse team of professionals.
  • Demonstrated written, presentation, communication, and organizational skills in English.
  • Ability to travel within country or region and internationally if needed (and if the safety situation permits).

Preferred Requirements:

  • In-depth familiarity with Ukraine public health sector and donor-funded programs.
  • Previous experience in developing the capacity of local organizations and stakeholders.
  • Experience working on a PEPFAR-funded or other donor project pertaining to HIV/AIDS service delivery (particularly HIV testing).
  • Knowledge of the differentiated service delivery in HIV prevention, treatment.

Duration of Assignment:

Immediate hiring for a one-year contract renewable upon satisfactory performance. The duration of the USAID Ukraine Community Action project is 5 years, effective July 2021.
