FHI 360 is currently recruiting for a Technical Advisor.
Position Summary
In conjunction with other Team members he/she will administer the portfolio of program activities aiming at restoration of essential health service disrupted by brutal russia’s aggression against Ukraine. Technical Advisor will contribute to building alliances with GoU, regional health and social departments, local leaders and non-government organization and advocating on issues identified in supplement fund proposal. Primary tasks range from direct technical assistance to assist grant management, review and analysis of activities in the field while actively contributing to the overall growth and strategic development of Project success as well as provide support to local partners to further advance Ukraine’s progress towards overcoming negative impact of war through the community based health services.
Essential Duties and Responsibilities
- Manage the technical and contextual adaptation of related Project activities;
- Develop and implement the project’s comprehensive activities aim at restoration of essential health services and support health system recovery in selected oblast;
- Review and evaluate incoming proposals from non-governmental organization from selected oblasts, acquire supplementary information/research as needed;
- Oversee administrative duties within the programs team including database management and grants administration;
- Conduct monitoring of project activities aiming at restoration of essential health services and support health system recovery;
- Write reports and analyses of programmatic activities;
- Seek endorsements and communicate with HSR Advisor on regional progress of program activities;
- Ensure high-quality technical programming through participatory methodologies, co-creation, and contextualization using developed approaches and tools;
- Initiate and coordinate the development of materials and processes for specific areas/topics identified as needed for local partners, including trainings, mentoring and coaching, partners peer learning and other methodologies;
- Conduct periodic review/mapping of the technical and organizational strengths/assets and needs that exist among the partners;
- Represent the project in technical meetings, conferences, and coordination platforms;
- Create connections between and strengthen networking with other implementing partners;
- Manage and produce program content on website as needed;
- Plan and coordinate travel and other outreach activities to enhance and sustain Program activities;
- All other duties as assigned.
Minimum Requirements
Education and Experience:
- Master’s degree in a relevant field including medicine, public service, law, public health etc and 5+ years relevant experience or equivalent combination;
- At least 3 years of experience in liaising with a variety of actors: international organizations, civil society partners, government, and regional authorities;
- Excellent grasp and demonstrated experience in managing complex task and challenging operation environment.
Preferred Qualifications:
- Experience overseeing and coordinating with international field offices or government agencies;
- Experience implementing/coordinating donor-funded programs in Ukraine;
- Knowledge of the political, social, and economic context of Ukraine;
- Experience working with government, community-based organizations and/or key populations in Ukraine;
- Experience to lead/manage the health service provision program for vulnerable or specific population.
Additional Qualifications:
- Demonstrated experience in managing/participating national level technical assistance and humanitarian response program;
- Excellent facilitation, training, and mentoring skills in a variety of organizational development and technical topics;
- Ability to develop and maintain strong relationships with civil society partners and other strategic stakeholders in government and private sector;
- Previous experience of implementing technical assistance programs/project;
- Strong written and oral communication skills, including presentations and preparations of written reports;
- The candidate must be demonstrably in (oral, writing and reading) Ukrainian and English;
- Flexibility, adaptability, and ability to operate independently in a fast-paced environment with minimum supervision;
- Ability to travel within Ukraine.
Location of Assignment:
Kyiv or Ukraine remotely.
Duration of Assignment:
Hiring for a 18 months contract renewable upon satisfactory performance and prolongation of the project.
