Introduction
Ukraine Community Action for HIV Control is a project funded by the United States Agency for International Development (USAID) which aims to accelerate Ukraine’s effort to achieve epidemic control by 2030 through improved prevention, testing, and linkage to care among key and priority populations. Community Action’s four objectives are:
- Strengthen existing HIV package with differentiated service delivery models for prevention, testing, and linkage to care with flexibility to serve clients’ needs depending on shifting demographic trends.
- Strengthen the capacity of community-based organizations to implement and sustain differentiated HIV service delivery models based on the needs of key populations and priority populations through civil society engagement and community empowerment.
- Introduce an enabling policy environment to enhance access to rights-oriented and client-centered HIV services for key populations.
- Restore access to essential health services at community level in priority oblasts to mitigate morbidity and mortality due to emerging war-related health conditions and interrupted access to health services.
Community Action is a five-year project led by a consortium partnership comprised of Pact International, as the prime award holder, with FHI 360 and AIDS-Foundation East-West (AFEW) as technical partners. Community Action works with and strengthens Ukrainian non-governmental organizations (NGOs) and community-based organizations (CBOs) to implement activities supporting the above-mentioned objectives.
Position Summary
In conjunction with other Team members the Technical Advisor will administer the portfolio of program activities listed under Objective 4 above, i.e. contributing to the restoration of essential health service disrupted by Russia’s invasion of Ukraine. Focus Oblasts will include Kyiv, Zhytomyr and Chernihiv along with others covered by the program.
The Technical Advisor will work under Pact’s technical direction for Objective 4 and serve as FHI 360’s Team Lead person for these activities, supervising other FHI 360 Technical Officers. The Technical Advisor will lead the design, roll-out out and monitoring of technical assistance provided by the FHI 360 team for these activities. The Technical Advisor will contribute to building alliances with the Government of Ukraine (GoU), regional health and social departments, local leaders and NGOs/CBOs and advocating on issues identified by the project. Primary tasks include direct technical assistance to NGOs and CBOs engaged through the project in screening and referring for priority diseases, identifying and responding to the humanitarian needs of program beneficiaries, establishing and strengthening functional referrals among HIV and other health service providers and supporting gender-based violence, mental health and psychosocial services.
Location of Assignment:
This position is expected to be based in Kyiv, Ukraine.
Essential Duties and Responsibilities
- Serve as the local technical lead for FHI 360 activities and liaison with FHI 360 technical experts in areas including humanitarian response, geospatial mapping, disease, injury and psychosocial need screening and referral, gender-based violence, and strategic engagement of community members to reach those without access to HIV and other health services.
- Provide training and ongoing technical assistance to NGO grantees in the regions and technical areas listed above.
- Lead the strategy and process development to restore the health systems in selected oblasts to transition from humanitarian response to health systems strengthening.
- Design the technical and contextual adaptation of related Project activities and manage their implementation through project Technical Officers.
- Facilitate the transition from humanitarian health assistance to health systems strengthening by acting as a moderator among humanitarian health actors, the public health system, and the private health system.
- Support the public health system and health civil society organizations with emergency contingency plans.
- Solicit, review, evaluate, and recommend incoming proposals from non-governmental organization from selected oblasts, acquire supplementary information/research as needed
- Conduct monitoring of project activities aiming at the restoration of essential health services and support health system recovery.
- Regularly communicate with Pact and FHI 360 staff in both Ukraine and US offices on progress of program activities. In conjunction with FHI 360 staff based in the region and the US, identify international technical assistance needs and coordinate the deployment of such support.
- Ensure high-quality technical programming through participatory methodologies, co-creation, and contextualization using developed approaches and tools.
- Initiate and coordinate the development of materials and processes for specific areas/topics identified as needed for local partners, including trainings, mentoring and coaching, partners peer learning and other methodologies.
- Conduct periodic review/mapping of the technical and organizational strengths/assets and needs that exist among the partners.
- Represent the project in technical meetings, conferences, and coordination platforms.
- Create connections between and strengthen networking with other implementing partners.
- Write reports and analyses of programmatic activities.
- Plan and coordinate travel and other outreach activities to enhance and sustain Program activities.
- All other duties as assigned.
Minimum Requirements
Education and Experience:
- Master’s degree in a relevant field including medicine, public service, law, public health etc and 8+ years relevant experience or equivalent combination
- At least 3 years of experience in liaising with a variety of actors: international organizations, civil society partners, government, and regional authorities
- At least 1 year of humanitarian experience working for a national NGO, international NGO, or UN agency.
- At least 3 years of experience providing training and technical assistance in public health, ideally HIV.
- Excellent grasp and demonstrated experience in managing complex task and challenging operation environment.
- Excellent understanding of the public health and humanitarian system inside of Ukraine.
- Proficiency in speaking, writing and reading Ukrainian and English. This role will require frequent verbal and written communication with FHI 360 staff in English.
Additional Qualifications:
- Demonstrated experience in managing/participating national level technical assistance and humanitarian response program
- Excellent facilitation, training, and mentoring skills in a variety of organizational development and technical topics.
- Ability to develop and maintain strong relationships with civil society partners and other strategic stakeholders in government and private sector. previous experience of
- Strong written and oral communication skills, including presentations and preparations of written reports.
- Flexibility, adaptability, and ability to operate independently in a fast-paced environment with minimum supervision;
- Ability to travel within Ukraine
Preferred Qualifications:
- Experience overseeing and coordinating with international field offices or government agencies.
- Experience implementing/coordinating donor-funded programs in Ukraine.
- Knowledge of the political, social, and economic context of Ukraine.
- Experience working with government, community-based organizations and/or key populations in Ukraine.
- Experience to lead/manage the health service provision program for vulnerable or specific population
