Технічний молодший неключовий експерт з енергоефективності/ Technical Junior Non-key EE Expert (1.2)

Ukraine’s Higher Education Project is looking for a candidate: Junior Non-key Expert to assist in finalizing overview of Priority Investment Plans (PIPs) and corresponding sub-projects for the following Phase I EIB funded Universities:
- National University Kharkiv Polytechnic Institute (42 buildings);
- Chernihiv National Technological University (12 buildings);
- Vinnytsia National Technical University (11 buildings).
In particular, Junior Non-key Expert shall, based on available financing and priorities for each University and available EA reports, develop sub-projects descriptions based on draft PIPs prepared in cooperation with Universities. The sub-project description at the minimum shall include:
- List of buildings covered by a sub-project with addresses verified against primary documentation (to be provided by the Universities);
- EE and non-EE measures proposed for implementation;
- General descriptions of proposed EE and Non-EE measures;
- Baseline energy consumption;
- Projected energy consumption after implementation of proposed EE measures and corresponding building class;
- Energy and monetary savings;
- Costs and Investments;
- Key financial indicators (e.g. simple payback);
- Environmental benefits – GHG emissions reductions;
- Planned implementation and disbursement schedule;
- Key assumptions used in preparing the EAs and sub-project, including cost of energy resources, cost of investments and other parameters.
The above tasks shall be accomplished in close coordination with PMSU and beneficiary University PIU.
Essential Experience
- At least 5 years’ experience in conducting EABs of buildings, and/or
- Preparation of projects (pre-feasibility studies or similar documentation) aiming at increasing energy efficiency of existing buildings through implementation of EE measures.
- Prior experience in working with international organisations/companies implementing EE projects in Ukraine, is considered as advantage.
Qualifications and Technical Skill:
- Graduate Degree (Bachelor or higher) in Engineering, Construction or other technical field from a well-known institution / university;
- Good knowledge of and a good record of practical experience related to EABs;
- EAB certification – preferred;
- Good knowledge of and a good record of practical experiences with developing EE projects for thermo modernization of public buildings;
- Ability to prepare reports pertaining to EE area;
- Knowledge of Ukrainian regulations related to Energy Efficiency in buildings;
- Good English and Excellent Ukrainian communication skills, both written and verbal;
Personal Qualities:
- Excellent interpersonal skills;
- Ability to work on own initiative to build on and develop the job combined with the ability to work effectively as part of a team;
- Highly organised with good attention to detail and developed ability to prioritise multiple tasks to meet tight deadlines and organise works;
- Proven ability to work and establish good working relationships with government and non- government representatives.
Assignment duration: 2 calendar months.
Time Inputs: 30 working days.
Deliverables/Reports: Updated PIP and sub-project description (in Ukrainian language) for a University.
