Deloitte is seeking qualified candidates to serve as two short-term Technical experts for the development of the autonomous nursing approach in Ukraine at the PHC level and preparation of a conceptual note to support the USAID Health Reform Support (HRS).

Position: Technical expert for the development of the autonomous nursing approach in Ukraine at the PHC level and preparation of a conceptual note

Period of Performance: August 10, 2023 – September 30, 2023

Level of effort: 30 days

Project Background and Summary:

The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability and responsiveness of the health care system.
5. Improve service delivery system at all levels.

Background/Objective:

The consultant will provide technical expertise to develop a concept for the implementation of the autonomous nursing system at the PHС level, which will help the MOH and local health care facilities to develop a step-by-step plan for its implementation at their level.

Responsibilities:

The technical experts are expected to perform the following tasks:

• analyze the experience of international projects in Ukraine that implement(ed) autonomous nursing in PHCCs;
• analyze the current situation with employment, education, and the list of duties of nurses in PHCCs in Ukraine and provide recommendations for its improvement;
• facilitate the survey conduction among PHCCs nurses and participate in the analysis of results;
• propose measures to motivate PHCCs managers to implement autonomous nursing;
• prepare recommendations for the implementation of a system of incentives to motivate nurses to become autonomous;
• hold regular communication with the HRS regarding the abovementioned tasks.

Qualification requirements:

• Master’s Degree in Health/Health Administration/Management or other related areas;
• Understanding of Ukraine’s health system and reform concept;
• No less than 5 years of management experience in Ukraine’s health system;
• Experience in the development of guidelines and strategies for health;
• Excellent organizational skills;
• Good writing and communication skills in Ukrainian;
• Ability to work in a team.
