Deloitte is seeking a qualified candidate to serve as a Healthcare Recovery and Restoration Technical Analyst for the Recovery Plan Implementation Unit (RPIU) in support of the USAID Health Reform Support (HRS). 

Period of Performance: October 1, 2022 – September 30, 2023

Level of Effort: full-time

Project Background and Summary:

The purpose of the USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

  1. Improve health sector governance
  2. Support the transformation of the healthcare financing model
  3. Strengthen the health workforce
  4. Enhance transparency, accountability and responsiveness of the health care system
  5. Improve service delivery system at all levels

HRS will provide support to the Ministry of Health of Ukraine and regional authorities in planning and implementation of recovery and restoration activities focusing on Health care facility network recovery and transformation and strengthening health care services to address special needs of people affected by the war.

Background/Objective

Under the direction and supervision of the Healthcare Recovery and Restoration Manager, the Technical Analyst will provide analytical and coordination support for the recovery and restoration activities.

Scope of Services:
Support supervisor and the team in the design, structure, retrieval, presentation, storage, exchange, and use of data and information, including but not limited to:

  • Provide support to the team for full-cycle data utilization: data exploring, data verification and cleaning, databases management and data analysis.
  • Search and compile data from various sources and convert it to an acceptable format for further analysis and other technical use.
  • Develop, update, conduct and maintain applications and tools in Excel, QGIS or other software’s needed for data collection, verification and analysis within Hospital District Planning activity.
  • Develop analytic codes for merging and analyzing health data for statistical analyses.
  • Conduct data quality checks to identify potential data quality issues.
  • Create and maintain databases, instruct users, and develops manuals of procedures to be implemented at data collection sites and data analysis site.
  • Support the development of database including health sector indicators such as the capacity of HCFs, analyses of patient pathways, service needs, health workforce, service utilization, etc.
  • Summarize findings in tables, figures and maps and communicates information.
  • Prepare data/information and project results visualization by developing dashboards in Tableau, Microsoft Power BI and other data visualization software.
  • Support the development of the online dashboard and interactive maps.
  • Visualize data, create presentations on demand.
  • Provide support to MOH and local authorities in planning and implementation of regional recovery activities in the focal regions ​.
  • Provide assistance to the MOH and regional authorities in the hospital network transformation following the National RADA decree 2347​.
  • Support regional authorities in implementing the capable hospital networks in 3 focal regions​.
  • Provide data analysis for projects activities to ensure goals are met.
  • Follow deadlines and regularly communicate with HRS team on current projects and timeline status.
  • Analyze hospital network functioning based on collected data from each healthcare facility to identify needs for hospital system improvement as well as methods and resources to accomplish.
  • Conduct situational (exploring) analysis of the regional hospital network systems and regional context related to hospital network planning.
  • Conduct the comparative benchmark analysis for the selected regions with the close collaboration with other team members.
  • Coordinate the process of Hospital District Network Models verification with HDDP team and local representatives for selected regions.
  • Prepare technical guidance notes and briefing papers resuming the results and findings of the Hospital District Network Planning activity.
  • Conduct and analyze data quality collected from HCFs through ongoing communication with the HCFs representatives on data verification and data clarification.
  • Participate in the working meeting with HRS team.

Qualification requirements:

  • Bachelor’s or Master’s degree in Statistics, Data Science, Computer Science or other related specialties. 
  • Three (3) years or more of proven work experience managing complex projects; must have hospital/healthcare experience, healthcare management and administration or related field.
  • At least one (1) year of experience in data collection, analysis, and interpretation with the demonstrated strong analytical and technical skills.
  • Analytical skills and critical thinking for searching, processing, using data and representing post analyzing results.
  • Proficiency with MS Office Suite (Word, Excel, PowerPoint, etc.). Knowledge and the ability to work with IT solutions for data analysis and visualization will be an asset.
  • Excellent writing and communication skills in Ukrainian; Englich communication skills desired, but not required.
  • Strong organizational skills and ability to multitask and prioritize as part of a fast-moving team preferred.
  • Ability to work independently and in teamwork delivering a high-quality product, meet deadlines, attention to detail, and prioritize competing responsibilities.
  • Previous USAID or other international donor experience will be an asset.
  • Understanding of Ukrainian health care system and the concept of reform of secondary (specialized) healthcare level will be an asset. 
  • Strong communication, technical writing, and presentation skills, especially as they relate to articulating complex concepts clearly.
  • Excellent interpersonal skills and be able to interface professionally with high level officials, internal staff & external customers & vendors.
  • Strong computation and analytical skills, as well as the ability to work effectively both independently and as part of a team.
  • Experience managing multiple concurrent projects/work streams management of teams in a cross-functional structure Strong facilitation experience.
  • Working knowledge of construction means, methods and terminology.
  • Strong working experience in governmental structures.
  • Must be willing to work flexible hours.

Work Location & Travel

The analyst will be based in Kyiv, co-located with the Ministry of Health. Travel will be expected to Kyiv, Chernihiv, and Sumy oblasts 20-50% of the time, security situation permitting.
