Technical Advisor, Monitoring, Evaluation and Learning (TA MEL)

The international non-profit organization Management Sciences for Health, Inc. (MSH) implementing in Ukraine the USAID supported Safe, Affordable and Effective Medicines for Ukrainians Activity (SAFEMed), is looking for a Technical Advisor, Monitoring, Evaluation and Learning (TA MEL).

The position is full time, based in Kyiv, Ukraine.

The TA MEL reports directly to the Monitoring, Evaluation, and Learning (MEL) Senior Advisor, and supports all aspects of the monitoring and reporting system, active management of project performance, continuous improvement and learning to drive timely adjustment of project implementation.

The TA MEL will track and monitor progress of project activities toward the achievement of key results as agreed in the annual work plan and support the project’s data collection/reporting from national players (Ministry of Health, National Health Service of Ukraine, the national Medical Procurement of Ukraine, the Center for Public Health). The incumbent will support and document promoting best practices across key stakeholders by ensuring adequate use of quality data to inform supply chain performance management and timely decision making. The incumbent will support and guide innovation under SAFEMed through the development of tools and analysis of lessons learned through routine monitoring and evaluation and implementation experience.

 This position’s responsibilities are highly cross-functional, and will support all work streams.

Collaboration, learning, and adaptation (35%)

  • Guide the implementation of a learning and documentation plan that guides continuous project learning.
  • Support the CLA approach by assisting in the identification of national and international best practices, sharing them effectively internally and externally, and fostering concrete opportunities to implement and leverage them in Ukraine in coordination with other teams within the SAFEMed project teams and with national stakeholders. 
  • Maintain a system for tracking project annual implementation deliverables and on-going mechanisms to support the project to pause and reflect on learnings/challenges and make necessary course corrections.
  • Ensure continuous communication and build sustainable relationships with national stakeholders/government counterparts in the context of monitoring & evaluation of project data.

Monitoring, evaluation, and reporting (40%)

  • Guide the implementation of the SAFEMed Monitoring, Evaluation and Learning (MEL) Plan and subsequent updates as necessary and ensure timely and accurate reporting to the project leadership and USAID.
  • Ensure the timely reporting of regular quarterly and annual reporting of the MEL Plan indicators that contributes to the required project reporting cycle.
  • Conduct project performance management by actively contributing to regular performance assessment, including analysis of the MEL Plan indicators and other project indicators, understanding of challenges and identification of corrective action.

 Data use (25%)

  • Implement a Data Use strategy across the pharmaceutical and supply chain systems that combines increasing awareness and understanding of the power of data among government and other implementing partners.
  • Provide on-going technical support to project technical teams and project counterparts to develop data-rich presentations and technical and project reports.

 REQUIRED MINIMUM EDUCATION:            

Required: Bachelor’s degree.  Preferred: Master’s degree in public health or social sciences.

REQUIRED MINIMUM EXPERIENCE:             

Required: At least 6 years of work experience in monitoring, data collection, and data analysis, ideally for donor-funded programs with a Bachelor’s degree or 4 years of related experience with a Master’s degree.

KNOWLEDGE & SKILLS

  • A good command of English and Ukrainian language (oral and written).
  • Expertise in qualitative and quantitative research methodologies, including analytical software.
  • Prior experience working with the key national health institutions (mentioned above) a plus.
  • Experience implementing M&E key principles and supporting operational research studies desired.
  • Experience and track record setting project and/or initiatives objectives/targets, and monitoring project performance.
  • Experience and track record working in a cross-functional environment.
  • Experience managing projects, initiatives, and matrixed teams.
  • Results driven and high level of attention to detail.
  • Strategic mindset and self-motivated.
  • Excellent data-rich presentation skills, oral and written communication preferred.
  • Strong teamwork orientation and interpersonal skills.
  • Experience in reviewing accuracy of technical documents to ensure accurate and appropriate analysis of data and findings.
  • Proficiency using Excel and familiarity with national health databases.
  • Proficiency with analytical software (SPSS, STATA, SAS, etc.) and data visualization software (Tableau, PowerBi, etc.).
  • Proficiency with qualitative analytical software is a plus (Atlas.ti, MAXQDA, NVivo, etc.)
  • Experience with government health informatic systems preferred.

  • Travel requirements: Availability to travel domestically as needed estimated not to exceed 20% of time.
  • Keyboard use, Pulling drawers, Lifting papers <10lbs.
