Purpose

The CVA Focal Point will work in collaboration with the Ukrainian Red Cross Society (URCS), the International Federation of the Red Cross (IFRC), other Movement Partners, delegates, NGOs, local authorities and affected communities within the mandate of the Movement in order to plan, coordinate and implement the CVA component of ongoing response efforts. 

Key tasks and responsibilities 

Work with IFRC technical specialists on cash on the following:

  1. Promote CVA, to build engagement and ownership, and establish effective coordination and communication
  2. Advocate for CVA both internally and externally, participating in CVA meetings and networks such as inter-agency technical working groups and donor meetings wherever possible, and in regional and international meetings, as appropriate 
  3. Monitor progress and produce monthly reports against planned CVA action
  4. Share CVA feasibility results with all sectors and support service functions for decision making on response options and modality choice
  5. Use available information to select appropriate CVA delivery mechanisms for different CVA components of the response prioritising speed and scale in relief along with cost effectiveness related aspects such as beneficiary preference, safety and security, and context specific considerations for different target groups
  6. Support development of national level shock responsive social protection programme
  7. Ensure CEA approaches are integrated throughout all phases of the implementation

Organizational considerations

The CVA focal point is expected to work in close collaboration with stakeholder departments such as Programmes, Health, Finance, Logistics, Communications.

The CVA focal point will be supported by technical cash specialists from the IFRC and by URCS in administrative, financial, reporting or other tasks. The CVA focal point will receive the appropriate CVA training and refresher training.

Skills and experience

  1. A post-graduate degree in an appropriate technical field. 
  2. A minimum of three years’ work experience with CVA in the humanitarian/development sector. 
  3. Experience in research, data collection and analysis, and reporting. 
  4. Experience as a presenter to external audiences and as a training facilitator. 
  5. Good understanding of preparedness/contingency planning and disaster response within the National Society.
  6. Excellent analytical skills with ability to influence decision-makers. 
  7. Excellent coordination skills, including the ability to liaise with various agencies/individuals, organize events, prioritize work and ensure a smooth flow of information and an environment of cooperation and information-sharing. 
  8. Diplomacy and good interpersonal skills.
  9. Capacity to remain calm under pressure and not lose sight of strategic priorities. 
  10. Ability to work independently and with people located in different geographical locations and in other organizations.
  11. Strong communication ability in both English and Ukranian.

Location: Lviv/Kyiv

Note: The location of the role may change based on operational needs, which may require flexibility on the part of the selected candidate. Significant travel is to be expected.
