Deloitte is seeking a qualified candidate to serve as an internal communications trainer/mentor for the Online School of Communications to support the USAID Health Reform Support. The position will be part-time with the duty station in Kyiv, Ukraine.

Period of Performance: January 05, 2022 – September 30, 2022

Estimated Level of Effort: up to 30 days

Project Background and Summary:

The USAID Health Reform Support aims at supporting a transparent, accountable, and effective health care system capable of meeting the health needs of people in Ukraine. Advancing health sector reforms, enhancing transparency, and promoting good governance will reduce out-of-pocket payments and improve access and availability of high-quality, evidence-based health care services to the people of Ukraine. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which includes:

  1. Improve health sector governance.
  2. Support the transformation of the healthcare financing model.
  3. Strengthen the health workforce.
  4. Enhance transparency, accountability, and responsiveness of the health care system.
  5. Improve the service delivery system at all levels.

Objective

Internal communications trainer/mentor will be a part of a team of trainers who develop a joint curriculum and deliver the online communications school for 50 representatives of the health care facilities (HCFs) and their owners, responsible for communications in their health care establishments. The School will provide the listeners with a solid understanding of how to build systematic communications of a health care provider.  The participants will also gain practical skills in copywriting, media relations, basic graphic design, promoting the providers’ services in social networks and messengers, and building internal communications.

After completing the School’s courses, the trainers will also serve as mentors for implementing advanced communications projects where the best School’s participants would apply the knowledge and skills gained during the course into daily operations of a health care provider.  

Responsibilities:

The responsibilities of the Internal communications trainer /mentor will be as follows:

  1. Delivering a course on internal communications for 50 participants of the HCFs’ Communications School. It includes:
  • evaluating participants’ capacity in internal communications
  • developing the curriculum/content of the course that should include but is not limited to the following components:
    • internal communications strategies for HCFs
    • methods of setting up two-way communications between employees and the management and across various sub-divisions of HFSs
    • tools to ensure adequate information circulation
    • utilization of modern technology for enhancing internal communication (zoom, messengers, social networks)
    • practical tasks for participants related to HCFs
    • presentation and evaluation of the outcomes of practical tasks
    • conducting pre/post-training evaluation
  1. Selecting ten the most advanced communications plans
  2. Providing mentor support to HCFs in the communications plans’ implementation within three months
  3. Providing support during the Final in-person knowledge-sharing event in Sept 2022 (subject of approval)

Qualification requirements for the candidates:

  • No less than three years of proven work experience as trainers in internal communications
  • Experience in work in a politically sensitive and fast-changing environment
  • Excellent interpersonal communication and organization skills
  • Understanding the health system reform in Ukraine will be an asset
  • Work experience with regards to communications of health care would be an asset
  • Experience in communications to support reforms will be an asset
