Nature of consultancy:
Under the overall supervision of the IOM Chief of Mission, the overall coordination and oversight of the Emergency and Stabilization (E&S) Programme Coordinator and E&S National Officer, and the direct supervision of the E&S Capacity Building Specialist, the successful candidate will assist in implementation of IOM’s Capacity Building efforts under the project “Strengthening Safety of Civilians Crossing the Line of Contact in Eastern Ukraine” funded by the Government of Canada.
Objective:
The main objective of the consultancy is to ensure smooth and effective implementation of dialog-building capacity building activities in close coordination with IOM and State Border Guard Service of Ukraine.
Background of consultancy:
The capacity building component of the project is aimed to enhance the knowledge and capacities of relevant personnel working at the exit-entry checkpoints located at the contact line in Eastern Ukraine to prevent and properly respond to potential risky and/or abusive situations that might occur at the line of contact and further compromise the safety of civilians.
Dialog-building capacity building activities envisage conduction of 18 training sessions aimed at ensuring better understanding the needs and methods to enhance dialogue among personnel of law enforcement agencies operating in the checkpoints on the contact line as well as with the civilian community. The training agenda should cover, but is not limited to:
- Dialog Building Concept;
- Principles, Possibilities and Formats of a Dialog;
- Conflict Prevention and Mitigation;
- Stress Sources and Factors. Methods and Techniques to Reduce and Manage Stress;
- Mediation and Negotiation. Communication Skills Development.
The training sessions should provide practical tools and techniques of dialog building and stress management for the personnel working in the challenging environment and interacting with civilian population along the contact line in the Donbass area.
Outputs of the assignment:
- Develop a training plan on dialog-building for selected personnel from different agencies of the Government of Ukraine;
- Adjust the training content to the findings of the general capacity needs assessments to be conducted prior to the training sessions delivery;
- Conduct 18 trainings on dialog-building for the selected participants (eighteen 5-hour trainings for 10 participants each);
- Prepare and conduct pre- and post-assessments of 18 trainings on dialog-building;
- Provide at least 6 reports in English on conducted tasks;
- Upon completion of the tasks provide to the IOM a final report on the consultancy assignment and its outcomes, offering observations on the impact of the consultancy.
Qualifications and Experience:
Education
- University degree in law or social science.

Experience
- At least five years of professional work and training experience in area of dialog-building;
- Experience in conducting assessments and analyzing their results;
- Experience in liaising with governmental and diplomatic authorities as well as with international institutions;
- Knowledge of migration issues will be an advantage.
Languages
Fluency in Ukrainian; knowledge of English would be an advantage
