Global Communities is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable.

Global Communities is seeking a qualified and experienced Civic Engagement Specialist for the five-year USAID-funded Decentralization Offering Better Results and Efficiency (DOBRE) project. This project will strengthen local governments in newly consolidated communities to effectively manage resources and services that respond to community priorities and improve citizen engagement and oversight in local governance.

 ESSENTIAL DUTIES AND RESPONSIBILITIES:

The Civic Engagement Specialist will support and coordinate activities related to DOBRE’s Objective 2: Improved Citizen Engagement and Oversight in Local Governance, preparing citizens, including youth activists, and civil society organizations to engage in new opportunities for local development. The Civic Engagement Specialist will work closely with Civic Engagement Expert to strengthen civic engagement in participating communities and establish functional public oversight systems and practices, support capacity development of local CSOs, develop skillset of young activists to serve as a new generation of leaders.

 SPECIFIC RESPONSIBILITIES:

• Work closely with Civic Engagement Expert to coordinate activities of partner organizations and competitively-selected regional CSOs to increase citizen capacity for government oversight.
• Provide input to designing programs in youth development in the areas of good governance, entrepreneurship, community development.
• Help organize program events for youth and partner CSOs.
• Liaise with regional Program Officers on civic engagement, youth, and anti-corruption tasks and projects.
• Assist with identifying partner organizations and experts in youth development, community mobilization, increasing participation in decision making, and corruption prevention.
• Coordinate with other technical components to aid cohesion among program interventions.
• Communicate with grantees and program beneficiaries, disseminate program updates and collect input.
• Draft program highlights, summaries, weekly reports. Occasionally serve as a back-up for Communication Manager.
• Organize and maintain files and records for Civic Engagement component.
• Provide input to program documents and translate as necessary.
• Assist with any other duties as required by the Supervisor.

 Knowledge, Skills and Abilities

• Ability to establish strong working relationships with grantees, local government officials, civic leaders, media, and youth.
• Must have Professional level English ability – both written and oral.
• Professional-level Ukrainian communication skills.
• Experience working with CSOs, youth, and local governments
• Relevant experience in project management, youth development, capacity building/training.
• Ability to read and interpret documents, and communicate with others as necessary to perform job duties effectively.
• Strong team player.
• Excellent communication skills.

QUALIFICATIONS

• At least 3 years of experience in strengthening citizen participation at the local level, and/or youth leadership and entrepreneurship programs, and/or CSO capacity building.
• Successful track record in implementing community development projects, youth development programs, civic activism activities.
• Good knowledge of civil society sector in Ukraine.
