USAID RevGro project – Сomponent 3 Lead: Civic Oversight
ACTIVITY BACKGROUND
The USAID/Ukraine Revenue and Expenditure Governance Reforms Operationalized (RevGRO) Activity, implemented by DAI Global LLC, will promote fiscal resilience, transparency, and accountability by enhancing state revenue generation and financial management in Ukraine. This will be achieved through the Activity’s three objectives: Increased national revenue through support to tax and customs policy, administration, and institutional reforms; Strengthening public investment management, expenditure management, and audit in line with international standards; and enhancing civic oversight and private sector engagement and fiscal policy.
POSITION PURPOSE
The Component Three Team Lead shall lead objective three work planning and strategies, working with civil society and the private sector to improve civic oversight of and PSE in fiscal policy making and implementation.
KEY DUTIES AND RESPONSIBILITIES
- Oversee the design, implementation, integration, and monitoring of activities under project Objective 3. Fiscal Policy Engagement and Oversight—Enhance Civic Oversight and Private Sector Engagement in Fiscal Policy—and interlinked activities with other objectives.
- Collaborate closely with the project technical team and counterparts in the Ministry of Finance, Business Ombudsman, civil society actors and networks, and other Ukrainian stakeholder institutions to develop and implement a strategy and activities to provide technical assistance and material support to achieve results under the component.
- Working closely with the Objective 1 and Objective 2 teams to enable effectively opportunities to enable civic oversight and private sector engagement around revenue and public expenditure reform and implementation efforts.
- Design scopes of work and oversee/supervise the technical work and deliverables of short- and long-term technical staff to support implementation of project activities under these components
- Assist with drafting contract deliverables including annual work plans, quarterly reports, Monitoring, Learning and Evaluation (MEL) Plan, weekly updates, and with other technical documents as needed
- Support cross cutting activities, including collaboration with civil society and private sector actors as requested to support the project’s overall objectives and demands from project counterparts
- Other activities as assigned by the Chief of Party or Deputy Chief of Party
QUALIFICATIONS
- Bachelor’s degree, master’s degree preferred and at least nine years of relevant experience.
- Excellent knowledge of written and spoken English.
- Strong connections with and track-record of engagement with the private sector and/or civil society.
- Strong organizational and management capacity.
- Previous work with USAID program is a benefit.
- Supervisory experience.
- Fluency in Ukrainian.
