Вакансія: USAID RevGro project – Tax Administration Advisor
ACTIVITY BACKGROUND
The USAID/Ukraine Revenue and Expenditure Governance Reforms Operationalized (RevGRO) Activity, implemented by DAI Global LLC, will promote fiscal resilience, transparency, and accountability by enhancing state revenue generation and financial management in Ukraine. This will be achieved through the Activity’s three objectives: Increased national revenue through support to tax and customs policy, administration, and institutional reforms; Strengthening public investment management, expenditure management, and audit in line with international standards; and enhancing civic oversight and private sector engagement and fiscal policy.
POSITION PURPOSE
The Tax Administration Advisor shall lead programmatic and technical interventions related to Tax Administration under RevGRO Activity objective one: Increase national revenue mobilization through support to tax and/or customs policy, administration, and institutional reforms. The project goal is to increase tax revenue collections 2% of GDP. He/She will also perform those tasks as delegated by the Objective 1 Lead.
KEY DUTIES AND RESPONSIBILITIES
- Collaborate and provide inputs to the Objective 1 Team Lead (Revenue Generation), Custom Advisor to develop a revenue strategy aimed at progressively achieving the Project’s goal.
- Support efforts to improve tax administration processes and systems (e.g., taxpayers registry, guide taxpayers segmentation, tax audit and risk management, tax debt, international taxation and taxpayer services).
- Support the State Tax Service’s efforts in data analytics to validate taxpayers’ compliance. Provide support to apply behavioral economics techniques to nudge taxpayers to comply with filing and payment rules.
- Collaborate with the Customs Advisor to improve coordination of revenue collection with State Customs Service, including data collection to enable on time VAT reimbursements to promote private sector liquidity to foster economic activity.
- Collaborate closely with the project technical team and counterparts in the Ministry of Finance, State Customs Service, State Tax Service, State Tax University, and other Ukrainian stakeholder institutions to develop and implement a strategy and activities to provide technical assistance and material support to achieve results under the component.
- Oversee the design, implementation, integration, and monitoring of activities to advance tax administration efforts under Ukraine’s National Revenue Strategy and in support of structural benchmark in Ukraine’s IMF, World Bank and EU budget support programs.
- Design scopes of work and oversee/supervise the technical work and deliverables of short- and long-term technical staff to support implementation of project activities under these components.
- Assist with drafting contract deliverables including annual work plans, quarterly reports, Monitoring, Learning and Evaluation (MEL) Plan, weekly updates, and other technical documents as needed.
- Support cross cutting activities, including collaboration with civil society and private sector actors as requested to support the project’s overall objectives and demands from project counterparts.
- Other activities as assigned by the Objective 1 Lead or generated by the dynamics and evolution of the Project.
QUALIFICATIONS
- Bachelor’s Degree with at least ten years of relevant experience in tax administration operations.
- General knowledge of all areas of tax administration with capacity to understand the systemic aspects of an efficient and data driven tax administration, and its interoperability with Customs.
- Experience implementing institutional governance reforms, including vetting processes, preferred.
- Excellent knowledge of written and spoken English.
- Fluency in Ukrainian.
