Deloitte is seeking candidates for the position of Procurement Specialist in support of USAID/UKaid SOERA. This is a full-time position, to be based in Kyiv, Ukraine.
Project Background and Summary:
The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for enterprises remaining in state ownership. Smart SOE reform and targeted privatization in Ukraine will increase private sector participation, stimulate broad-based economic growth, and reduce corruption. During the war and Ukraine’s recovery, SOERA is prioritizing support to maintain critical public services to citizens, support relocation and resilience of public infrastructure and facilities, enhance strategic communications to the public and external stakeholders, and help plan and execute effective, efficient, and accountable reconstruction.
Objective:
The Procurement Specialist will support the field office (FO) Procurement Team in implementing SOERA’s procurement initiatives. The Procurement Specialist will be based in Ukraine and supports all phases of the procurement cycle, in compliance with USAID regulations and industry best practices. They will work in a clerical capacity, scheduling material purchases and deliveries and verifying current inventory and will manage day-to-day follow-up of the procurement on-going activities. The Procurement Specialist reports directly to the Director of Finance, Administration and Compliance (DFAC) and will work with support from the SOERA Home Office operations team.
Responsibilities:
- Support the issuance of purchase orders in accordance with company policies and procedures;
- Provide technical support and troubleshooting for office staff’s IT needs;
- Monitor distribution plans, delivery dates, location & quantity in accordance with PO instructions Review Procurement requests and make sure they are complete with all needed info;
- Facilitate and manage the day-to- day workflow based on known deadlines; effectively prioritize and complete competing projects;
- Identify and pre-qualify Suppliers and Vendors for future RFQs;
- Collaborate with external vendors and service providers to procure high quality IT equipment and services;
- Maintain professional working relationships with the project’s preferred vendors;
- Review purchasing agreements with preferred vendors and maintain open lines of communications with those vendors;
- Stay informed about technical advancements and recommend upgrades or new solutions to enhance office operations and IT security;
- Participate in disaster recovery planning and ensure backup systems are in place and regularly tested;
- Support remote work and travel requirements with reliable IT solutions and assistance; and
- Be prepared to support ad hoc requests as assigned.
Minimum Requirements:
- Bachelor’s degree
- At least three years of professional experience working on USAID or donor-funded projects
- Fluent Ukrainian and English
- Strong written and verbal communication skills in English
- Ability to work well in a team
- Excellent planning and time management skills
- Interest in technical assistance work is preferred
