USAID SOERA seeks a Cіvіc Engаgement Officer

Deloitte seeks a qualified candidate for the USAID State-Owned Enterprises Reform Activity in Ukraine (Ukraine SOERA) to serve as a Civic Engagement Officer. This is a full-time assistance position. Estimated start date – October 1, 2024.
Project Background
USAID SOERA program aims to strengthen public sector business operations and transparency, improve governance and oversight, advance SOE privatization, and develop a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Project components include:
- Component 1: State Property Transfer
- Component 2: State Property Management
- Component 3: Individual SOE/MOE Support
- Component 4: Restoration and Reconstruction
- Component 5: Accountable Public Financial Management.
Objective
The objective of the Civic Engagement Officer within the USAID SOERA program would be to work under the cross-cutting area Strengthened Civil Society Role closely with the Civic Engagement Specialist on supporting SOERA grants program. The Civic Engagement Officer will contribute to organizing and holding civic engagement and awareness-raising activities for CSOs about privatization and leasing, public and municipal property management, corporate governance, reconstruction, and restoration activities in Ukraine. This Officer will play a key role in oversight and monitoring of the progress of SOERA grant activities and contribute to grant award processes.
Duties and responsibilities
1. Contribute to the design and holding of SOERA civic engagement activities: organize and assist training and awareness-raising events, workshops, and webinars for civil society representatives
2. Enhance SOERA cooperation with civic society organizations and collaborations: work closely with CSOs to engage them in SOERA grant programs and training activities.
3. Establishing partnerships: establish and maintain relationships with partners from civil society, build networking, and determine their needs and capacity in cooperation with SOERA
4. Monitoring and oversight of grant activities: work closely with grantees and applicants, provide informational and methodological support during the implementation of their activities, conduct ongoing monitoring and oversight of grant progress, and evaluate activities’ success.
5. Coordination: coordinate and liaise with the Grant Manager to ensure the efficiency of grant implementation, and compliance, and coordinate assistance from the technical specialists.
6. Reporting and analysis: contribute to quarterly reports, summarize results, gather lessons learned and provide recommendations on further project activities.
Position Requirements
- Proven experience in implementation and monitoring of project activities (at least 2 years).
- Proven experience in monitoring and oversight of grant activities (at least 2 years).
- Proficiency in qualitative and quantitative data collection, analysis, and reporting for monitoring and evaluation purposes.
- Strong understanding of civil society role in Ukrainian political, economic and social life.
- Excellent communication and computer skills.
- Demonstrated ability to work in team and independently.
- University degree in social sciences, social work, journalism or another relevant field.
- Previous experience in USAID-funded projects preferred.
- English proficiency – Advanced.
- Based in Ukraine, available for trips within Ukraine (regarding safety considerations).
