Chemonics International, a global consulting and international development firm, seek an Accountant, long-term position, for the USAID-funded Competitive Economy Program (CEP). CEP is a seven year, $170M program, which promotes a strong, diverse, and open economy by enhancing the business environment for Ukrainian enterprises, improving the competitiveness of emerging and high-growth industries and their firms in international markets and equipping the Ukrainian workforce with skills necessary for reconstruction and rebuilding the economy. 

The Accountant will provide support to the operations and technical teams to ensure that the finance and accounting systems are compatible with standard accounting practices and follow Chemonics and USAID policies, procedures, and regulations.

The Accountant’s  specific tasks and responsibilities will include:

  • Support the Finance Team to execute overall finance and accounting of CEP, ensuring strict adherence to Chemonics policies and procedures and USAID rules and regulations

  • Assist with preparing “The Locals” (accounting transactions recorded in the Field Office (FO) during the accounting period and the “Locals Process” (the associated process of moving those transactions into the home office accounting systems) including direct and indirect expenses, as well as asset and liability entries
  • Maintain accurate, complete, and timely financial/accounting reporting using Automated Business Accounting Connection System (ABACUS), including monthly accrual/projection spreadsheets, and ensure timely submission to the Home Office. Prepare and/or review ad hoc analysis and reporting as needed. Supervise corporate bank card disbursals, documentation and reporting. Answer Home Office/Project Management Unit (PMU) questions regarding Locals
  • Intervene with local vendors, subcontractors, banks and other Program-related officials or representatives on an as-needed basis. Update and modify templates for Program administration and procurements, accounting forms according to the Program needs and Ukraine’s context
  • Support accounting cycle to include preparation and appropriate documentation of journal entries, payment requests, and general ledger reconciliations
  • Ensure that incurred costs are allowable, allocable and reasonable in accordance with USAID cost principles and Chemonics policies and procedures
  • Review and approve accounting and supporting documents and transactions to ensure accuracy, completeness and compliance with Chemonics policies and procedures and USAID regulations.
  • Ensure proper safeguards of funds and compliance with established USAID and Chemonics financial and accounting procedures

  • Review submission of all tax withholdings (personal income tax, deduction at source) by GDIP (or similar to GDIP services provider) and corresponding reports to relevant parties

  • Review and ensure proper authorization and approval and timely processing of payment/reimbursement requests for employees/suppliers/vendors
  • Maintain payroll and ensure allocation of payroll costs to appropriate general ledger accounts
  • Assist with preparing the Informational confirmations of purchase of goods, works and services in a preferential mode at the expense of the international technical assistance under the project (VAT reports) to submit to relevant tax authority monthly
  • Together with the Chief Accountant and Accounting Finance Manager prepare the Report on Foreign Taxes each year before April 16 and the Annual Report of Government Property in Contractor’s Custody once a year

  • Maintain inventory of property (CEP and grantees under dead of donation), including checks and reconciliations. Jointly with Sr. Security and IT Specialist, Grants Accountant and Operations Associates maintaining inventory spreadsheet of all assets (computer equipment, equipment and furniture items) and indicate their location and condition
  • Review and support with expense reports submitted by CEP team members
  • Support Chief Accountant to monitor the implementation of financial procedures and improvement of accounting forms
  • Provide information to the vendors on VAT exemption procedure and local Tax Code issues with regard to VAT exemption. Keep track on latest changes in local VAT exemption policies and legislation, etc.

The required and/or preferred qualifications for the Accountant position are:

  • Degree in finance, accounting, business, economics or other relevant disciplines from a Ukrainian university required
  • Knowledge of and experience with International Accounting Standards preferred
  • Five years of experience in accounting and/or office management required
  • Ability to organize routine data and maintain the established procedures; advanced skills in using Word processing and spreadsheet as well as electronic communications programs; experience of work with accounting software (ABACUS, QuickBooks, 1.C, MS Excel) preferred
  • Strong interpersonal skills (e.g., tact, diplomacy and patience) in the context of dealing with expatriate and local staff members, as well as with general business community and USAID representatives required
  • Previous USAID or other international donor experience, and operational experience with NGOs and grantees preferred
  • Demonstrated initiative and self-motivation in handling all assigned tasks required
  • Ability to coordinate multiple tasks efficiently required
  • Fluency in Ukrainian and English required
