Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for a qualified professional for the project “GovTech & Transparency” to fill the position of the
Accounting Specialist (full time, Kyiv)
The project is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ. It supports the Ministry for Digital Transformation of Ukraine in applying international and European Standards with digital instruments, increase the capacities of governmental and non-governmental institutions on data driven approaches and supports the so called maker space initiative in order to support the use of digital tools for recovery of Ukraine.
Areas of Responsibility
- Various task within the financial management and accounting within the project
- Invoice checking – following adapted processes
- Bank and Cash management
- Ensuring that financial administration functions well in accordance with GIZ standard procedures
- Financial management of Local Subsidies; checks, monitors, coordinates LS reports, preparation of trainings including relevant presentation, factsheets, internal memos
- Advice technical staff with LS procedures, expenditures’ planning, funds requests and ensuring that financial administration of projects fully meet standard, procedure and requirement and is compliant with GIZ rules and regulations
- Maintains archive of C financial documents, including B and E folders, including Inventory
- Preparation of financial reports and accompaniment of the internal audits conducted by the GIZ Country Office (Internal Control) and assist in the preparation of external audit
- Monitoring and management of Accounts Payable/Receivable, Obligation (SAP, WINPACCS)
- Identifying relevant problems and issues and assisting in formulating implementation- oriented solutions
- Monitoring relevant Programme’s monitoring tables
- Further developing instruments and assisting in introducing innovation and change
- Substitution for bank and cash management for other projects in the Good Governance Cluster I of GIZ Ukraine if required
- Communication and coordinating within the project and country office to ensure adapted procedures. Advising the project staff to all questions regarding finances and accounting
- Dealing with all questions arising in the financial area
Requirements
- University degree in business administration with a focus on accounting or related area
- At least 3 years’ professional experience in a comparable position
- Experience of working in NGO is an advantage
- Good knowledge of Ukrainian legislation and accounting requirements
- Very good communication skills
- Keen on details within checking of reports
- Basic knowledge of accounting software
- Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
- Good knowledge of the English language
- Proactive, innovative and hands-on attitude
- Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management

Employment conditions
Full-time position with 40-hours working week. The contract duration is till December 2023 (Prolongation is very likely). Place of assignment is Kyiv. The assignment starts as of 01.01.2023.
