- SUMMARY
The NATO Liaison Office in Kyiv represents NATO in Ukraine, facilitates political-military dialogue and practical cooperation under the NATO-Ukraine Commission in support of Ukraine’s security and defence reform efforts, and enhances civil and military cooperation between NATO and the Government of Ukraine in support of Euro-Atlantic integration goals described in the Annual National Programme.
The Administrative and Financial Officer will work with the Defence Education Enhancement Programme (DEEP), which is a vehicle for reform, providing tailored practical support to individual countries in developing and reforming their professional military education institutions. Through faculty development, curriculum development and peer-to-peer consultations, DEEP fosters defence capacity and institution building. By enhancing democratic institutions, it makes an important contribution to NATO’s efforts to project stability in the Euro-Atlantic area and beyond.
- QUALIFICATIONS AND EXPERIENCE
- ESSENTIAL
The incumbent must:
- possess a first level university degree in business/public administration/management, international relations, accounting or finance, operation management or a closely related field;
- have a minimum of six years of directly relevant work experience;
- have comprehensive knowledge of financial management and accounting, including input to cash flow, expenses processing and supplier payments;
- languages: English, at least level 5 (Advanced); local language(s), level 6 (Proficient);
- have excellent computer skills (office applications);
- have no criminal record and pass security clearance;
- be a Ukrainian national or a permanent resident of Ukraine with a valid work permit.
- DESIRABLE
The following would be considered an advantage:
- previous work experience in a similar position;
- previous work experience in an international organization, embassy, or a military environment;
- flexibility to work outside of normal working hours when necessary.
- MAIN ACCOUNTABILITIES
- Assist the DEEP Ukraine Programme Manager located at NATO HQ and a team of DEEP advisers at the NLO in the support to DEEP activities, coordinating and efficiently managing the relevant visits, seminars and conferences. This includes arranging accommodation and transportation, registering participants, liaising with relevant stakeholders, preparing conference rooms, material and equipment and performing any other similar tasks as required.
- Act as Financial Officer; guide budget planning and budget revisions; prepare regular and ad hoc financial reports and tables as required by NATO HQ; prepare financial assessments and clarifications;
- Provide financial support to DEEP activities. This includes ensuring that proper financial procedures are followed for the funding of seminars and conferences, following-up on activities to ensure that financial files are correctly processed, initiating payments, maintaining a record of transactions, liaising with DEEP HQ team and performing any other duties as required.
- Provide administrative support to DEEP team and activities. This includes maintaining up-to-date the DEEP Database hosted on ePRIME, scheduling meetings and taking notes, liaising and coordinating with numerous project partners, maintaining lists of internal and external contacts, handling clients’ requests with tact, diplomacy and good judgement and performing any other duties as required.
- Draft web page stories from the DEEP events to be published on NATO, NLO and ADL DEEP Portal or social media accounts.
- Provide suggestions to improve office procedures. Find ways to be faster, better and more effective in managing information and using office tools.
- Translate correspondence and non-technical texts from English into local language(s) and vice versa;
- Maintain a professional, courteous and responsible client-oriented manner and maintain the absolute confidentiality and security of NATO information;
- Perform other related duties.
- INTERRELATIONSHIPS
The Administrative and Financial Officer will directly report to the Defence Education Enhancement Programme Team Leader in NATO Operations Division. He/she will work in close coordination with a team of DEEP Advisers and Senior Programme Officer at the NLO/NRU, collaborate with the Operations Division and other divisions in the International Staff, International Military Staff, NATO Command Structure, and NATO Agencies. He/she will maintain good working relationships with external partners including national government offices, educational institutions, international organizations, and other partners.
