The Financial Sector Reform Activity (FSR) in Ukraine is a five-year program funded by the United States Agency for International Development (USAID) and managed by DAI Global LLC (DAI). The purpose of the activity is to transform the country’s financial sector into a sophisticated, well-functioning, competitive market that is aligned with European Union (EU) standards and integrated into international financial systems. This transformation will mobilize private finance for sustained economic growth in Ukraine.

The FSR is looking for candidates to fill in the ADMINISTRATIVE MANAGER position in KYIV.

PURPOSE OF THE ROLE:

The Administrative Manager will ensure that Kyiv office operations are performed in a seamless and efficient manner. S/he will provide daily administrative support to the project, including facilities, logistics, security, and inventory, as well as record and file management, in compliance with DAI policies and USAID rules and regulations. S/he also will work closely with the Director of Finance and Administration on multiple administrative assignments.

OBJECTIVES AND DUTIES:

  •  Manage Kyiv office maintenance, including utilities, security, cleaning, insurance and purchases and other services.
  • Support process of office upgrades.
  • Assist with procurement of office goods and services, such as kitchen and sanitary supplies, as well as stationery and office supplies.
  • Ensure adherence to operational budget for office procurement of goods and services.
  • Maintain regular FSR Project property inventory and reporting, ensuring that asset labels are affixed to project property and inventory records in TAMIS are up to date.
  • Oversee and assist with proper archiving of documentation on the project Share Point.
  • Ensure efficient documentation workflow, including timely signing of the documentation and mailing to counterparts, vendors in Kyiv office
  • Coordinate mailing and courier services in Kyiv office.
  • Provide general support to visitors in the office.
  • Coordinate project related registration with Secretariat of the Cabinet of Ministers of Ukraine: timely update project registration card, including new recipients and grantees on a regular basis, update DAI Accreditation Certificate, as required; submission of updated Project Procurement Plan, etc. Timely share copies of updated documents with staff and project recipients.
  • Support project property transfers, including drafting approval requests and transfer documentations, coordinating logistics, filling of documentation in TAMIS and on the Share Point.
  • Coordinate Project logistics in the absence of Office and Logistics Manager.
  • Support HR Manager on various administrative and personnel related processes: personnel entries in TAMIS, timely timesheets submission and approval, liaison with GDIP on various HR issues, recruitment of short-term consultants, etc.
  • Assist Chief of Party with multiple administrative assignments.
  • Perform other duties as assigned by Supervisor.

 QUALIFICATIONS:

  •  Bachelor’s degree.
  • 7+ years of logistical and administrative experience.
  • Familiarity with international donors preferred; prior experience with USAID-funded projects preferred.
  • Demonstrated experience working with diverse teams in a fast-paced environment.
  • Strong organizational skills.
  • Excellent interpersonal skills, including a track record of successful coordination and effective working relations with a wide range of vendors and service providers.
  • Strong communication skills both written and oral in English and Ukrainian.
