The project “Secretariat of the German-Ukrainian Energy Partnership” supports the German Federal Ministry for Economic Affairs and Climate Action (BMWK) and the German Energy Agency (dena) in the implementation of the Energy Partnership (EP) between Germany and Ukraine.
Important goals of the German-Ukrainian EP, which was formally founded in Berlin in August 2020, are to support deepened bilateral cooperation in the energy sector in both countries and the modernization of the Ukrainian energy sector. The aim of the Secretariat is to assist in the implementation of specific tasks agreed under the EP with Ukraine. It aims to strengthen the presence and networking of the BMWK and dena in Ukraine, to ensure close cooperation and communication between all relevant actors and to create synergies with other activities of German federal ministries and international organisations in the country. The project activities are divided into four fields of action which include support for the energy policy dialogue, energy policy consulting, cooperation with business, academia and civil society, as well as knowledge management and communications.
Since the start of the full-scale invasion of Russian Federation against Ukraine, the activities of EP were restructured towards emergency energy sector support and recovery activities. One of the key activities of the EP Secretariat is the implementation and coordination of a donation campaign as well as the procurement of relevant equipment to support Ukrainian energy infrastructure in restoring its energy system as the result of massive attacks and destructions.
Together with this, on 6th of April 2023 the Amended Joint Declaration of Intent between the Government of Ukraine and the Government of the Federal Republic of Germany on the extension of the German-Ukrainian Energy Partnership was signed with the main objective of the bilateral cooperation to further deepen the cooperation under the Energy Partnership by supporting the restoration and recovery of the Ukrainian energy system impacted by the war, and at the same time increasing the levels of energy efficiency and the share of renewable energy sources.
Sporadic Ukraine-wide and international travels, in case necessary, are to be expected dependent on the security situation, GIZ travel regulations and martial law in Ukraine.
Tasks:
- The Advisor is responsible for preparing and conducting project activities and he/ she carries out other activities required for implementing the projects; in particular capacity development activities, technical advisory services and emergency energy support.
- He/ She drafts Terms of References; monitors, supervises and assures quality and compliance with GIZ rules of the services provided by external experts and service providers.
- He/ She regularly consults with the GIZ project director, Co-Head of the EP Secretariat from the German side and other team members.
- He/ She prepares and follows-up on meetings with projects’ stakeholders and beneficiaries.
- The Advisor monitors energy-specific political developments and assesses their relevance for German stakeholders, knows the relevant regulatory framework and institutional context.
- He/ She maintains regular contact with Ukrainian stakeholders in the field and coordinates EP activities with them.
- The Advisor organizes high-level delegation meetings and conferences/events, capacity development trainings, information events and workshops.
- He/ She compiles energy policy related information and elaborates short knowledge products for the energy policy advisory services and monitoring activities of the project.
- The Advisor develops context-specific content and coordinates social media relations for the Secretariat, in consultation with dena, other global projects and the public relations team of GIZ/ the Cluster.
- He/ She draws up reports, briefings, summaries and presentations.
- He/ She consults and coordinates with other relevant initiatives and projects implemented by GIZ and dena, in particular relating to the priority areas of the EP and the Just Transition project.
- He/ She provides required input for various project reports including annual reports.
- The Advisor manages the contact database and a knowledge management system.
Required qualifications, experience and competences:
- Masters/MSc in Social Sciences, Political Science, Economics, International Relations, Management of Foreign and Economic Relations, Natural Resource Management, Energy Management, Energy Engineering, or a related field.
- At least 3 years professional experience in Ukrainian energy and climate policy; ideally with knowledge in a field related to the priority areas of the EP: coal transformation, hydrogen, energy efficiency, renewable energy, decarbonization, ENTSO-E/net integration, recovery and emergency energy support.
- Good knowledge of the Ukrainian political context on energy policy, institutional setup as well as regulatory framework.
- Preferably experience working in international organizations, primarily in the international development cooperation sector.
- Proven experience in collaborating in a political environment.
- High proficiency in written and spoken Ukrainian and English. German knowledge should be aspired if not yet existent.
- Excellent communication and coordination skills.
- High competencies in synthesizing complex information and drafting concise documents, briefings and short reports for political decision-makers.
- Good working knowledge of ITC technologies and computer applications; social media.
- Basic understanding of technical assistance in a local context in Ukraine.
- Ability to prioritize tasks independently with possible time constraints and workload.
- Willingness to upskill as required by the tasks to be performed.
- Ability to make new and useful ideas work, improve performance and satisfaction.

Employment conditions
Full-time position with 40-hours working week. The duty station is Kyiv. The assignment starts as soon as possible. The contact duration is till the end of 2023. Prolongation is possible.
