Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking qualified professionals for the Project “Digital Transformation of small and medium-sized enterprises in Eastern Partnership countries “ (hereafter “Project”) for its offices in Kyiv and/or Lviv to fill the positions of the

Advisor on Digitalization of SMEs in Eastern Partnership Countries (full-time, Kyiv / Lviv)

(internal SAP code: ICT and Digitalization Advisor)

Responsibilities:

The Advisor

  • Negotiates with project partners (political partners and other partner organizations) concerning activities to be implemented under grant agreements or local subsidies (i.e. works, supplies, services, re-granting).
  • Arranges for or conduct eligibility checks of project partners with whom grant agreements or local subsidies are due to be concluded.
  • Provides technical and administrative advice to project partners on implementation of grant agreements or local subsidies.
  • Drafts terms of reference, initiates procurement procedures and manages the resulting contracts with external experts.
  • Monitors progress of grant agreements/local subsidies and the performance of external experts, and ensures appropriate follow-up action.
  • Verifies data supplied by project partners concerning progress towards targets in grant agreements/local subsidies; such data will also refer to progress again the Action’s indicators (included in grant agreements/local subsidies).
  • Processes reports and payment-related documentation from project partners and external experts (includes invoices and timesheets).
  • Contributes to planning the Action’s implementation, communication and visibility, liaison with relevant ongoing initiatives, knowledge management/dissemination activities, obtaining information from project partners on progress against indicators in their grant agreements/local subsidies, reporting on the Action.

Networking and cooperation

The Advisor

  • Supports cooperation, regular contact and dialogue with political partners, assists with PR work and cooperates with relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships.
  • Contributes to coordination with other international development partners, in consultation with manager.
  • Communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project/programme.
  • Undertakes business trips to the regions and/or abroad in accordance with the needs of the project.

Knowledge management

The Advisor

  • Compiles information about political framework conditions and developments relevant for the project topics, ensures knowledge transfer.
  • Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures.
  • Draws up reports and presentation documents.
  • Prepares appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office.
  • Assists with research activities and studies on political issues which benefit joint programmes.

Coordination tasks

The Advisor

  • Prepares the conceptual planning of the topics under his/her responsibility, develops project concepts and strategies, ensures their implementation, using Capacity Works.
  • Ensures sound technical and financial planning and monitoring of activities under his/her responsibility in agreement with manager.
  • Monitors progress in the sector, identifies needs and risks as well as opportunities, also concerning activities of other international development partners, and recommends alternative management options to the manager.
  • Assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation.
  • Coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects.
  • Compiles the relevant information for joint activities and assignments.

Requirements to candidates:

  • Master‘s degree in economics, management, IT related areas, or in a related area.
  • At least 2 years of relevant professional experience.
  • At least 2 years of professional experience in innovation/ digitalization promotion in SMEs obtained in an international organization, a public entity, or an industrial association.
  • Ability and experience (at least 2 years) to work in a political environment.
  • Business fluent command of Ukrainian and English language (verbally and written).
  • Knowledge of German would be an advantage.
  • Experience in innovation and/ or digitalization promotion or working in the digital sector or in an innovative business (e.g. in an innovative start-up or an R&D department) would be an advantage.
  • Experience in the private sector, especially in an SME would be an advantage.
  • Good working knowledge of ITC technologies and computer applications (e.g. MS Office).
  • Experienced to work in an international team would be an advantage.
  • Good self-organisation skills.
  • Customer and service-oriented attitude.
  • Willingness to upskill as required by the tasks to be performed.
  • Readiness to travel as required by the project.
  • Ability to work under pressure.

Employment conditions

Full-time position with 40-hours working week. Place of assignment is Kyiv and/or Lviv. The assignment starts as soon as possible. Contract till February 2026.
