Advisor on Digitalization of SMEs in Eastern Partnership Countries (full-time, Kyiv)
(internal SAP code: ICT and Digitalisation Advisor)
The Ukrainian-German technical cooperation project “Digitalization of SMEs in Eastern Partnership Countries” was launched in 2023. Project is financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The political partner is the Ministry of Digital Transformation Ukraine.
The project is aimed at strengthening the competitiveness of SMEs in EaP countries (Ukraine, Moldova, Armenia, Georgia and Azerbaijan) with regards to digital transformation. Through better access to innovative technologies, skills and services across value chains, the project supports the creation of a conducive business environment for technological transformation of SMEs in competitive sectors. This will result in an increased performance of companies, in particular SMEs, to become more competitive with regard to their business/production processes, products and services by using digital technologies.
Area of responsibilities and duties:
- Support cooperation, regular contact and dialogue with project partners (political partners and other partner organizations) concerning activities to be implemented;
- Conduct eligibility checks of project partners;
- Providing technical and administrative advice to project partners on activities implementation;
- Drafting terms of reference, initiating procurement procedures and manages the resulting contracts with external experts;
- Monitoring and verifying the progress data of project activities and the performance of external experts, and ensuring appropriate follow-up action;
- Processing reports and payment-related documentation from project partners and external experts;
- Contributing to planning the project implementation, communication and visibility, knowledge management/dissemination activities;
- Contributing to coordination with other international development partners, in consultation with manager;
- Undertaking business trips to the regions and/or abroad in accordance with the needs of the project;
- Developing ready-to-use strategies and technical concepts, including guidelines, manuals and procedures;
- Drawing up reports and presentation documents;
- Preparing appropriate input for various project/programme reports including annual reports, and contributing to the other reports required by the programme manager and GIZ Head Office;
- Assisting with research activities and studies on political issues which benefit joint programmes;
- Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.
Requirements to candidates:
- Master‘s degree in economics, management, IT related areas, or in a related area;
- At least 2 years of relevant professional experience;
- At least 2 years of professional experience in innovation/ digitalization promotion in SMEs obtained in an international organization, a public entity, or an industrial association;
- Ability and experience (at least 2 years) to work in a political environment;
- Business fluent command of Ukrainian and English language (verbally and written);
- Knowledge of German would be an advantage;
- Experience in innovation and/ or digitalization promotion or working in the digital sector or in an innovative business (e.g. in an innovative start-up or an R&D department) would be an advantage;
- Experience in the private sector, especially in an SME would be an advantage;
- Good working knowledge of ITC technologies and computer applications (e.g. MS Office);
- Experienced to work in an international team would be an advantage;
- Good self-organisation skills;
- Customer and service-oriented attitude;
- Willingness to upskill as required by the tasks to be performed;
- Readiness to travel as required by the project;
- Ability to work under pressure.

Employment conditions
Full-time position with 40-hours working week. The assignment starts as soon as possible. Contract till February 2026.
