Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the programme “Supporting Structural Changes in Ukrainian Coal Regions” to fill the position:

Advisor on Financing Instruments (full-time, Kyiv)

(internal SAP code: Economic Policy Advisor)

The Project “Supporting Structural Changes in Ukrainian Coal Regions” aims at ensuring that Ukraine implements the structural change associated with its coal phase-out in a socially, economically, and ecologically sustainable manner.

In the upcoming decade, unprofitable state-owned coal mines will be seizing their operations. The ensuing structural change poses major social and economic challenges for coal regions. Supporting this structural change based on the concepts of Just Transition and Green Recovery can provide new impetus for sustainable development and growth in affected and other regions. To decarbonize Ukraine’s economy also significantly contributes to Ukraine’s ability to raise its level of ambition in the context of global climate action.

The Project is supporting the national government (MinEnergo and MinInfra) in adjusting the regulatory framework. It encompasses collaboration with two pilot municipalities on closing mines and developing future oriented Just Transition Action Plans and is helping to establish a mechanism for financing structural change in Ukrainian coal regions. In the context of the ongoing war in Ukraine, the Project currently focuses on supporting Western Ukrainian coal region in its efforts to phase out coal production. The Project is also addressing war-related challenges, supporting reconstruction and recovery efforts in the Ukrainian energy sector country-wide.

The Project “Supporting Structural Changes in Ukrainian Coal Regions” is looking for an Advisor on Financing Instruments to support the establishment of a financing mechanism for supporting structural change in the Ukrainian coal regions.

Responsibilities:

  • Advising the project on issues related to financing instruments and sources for structural change in Ukrainian coal regions.
  • Supporting the design of financial support programs for implementing structural change in coal regions.
  • Facilitating continuous dialogue with central, regional, and local governments and other key partners, particularly financial institutions, on issues financing instruments for structural change.
  • Define priorities and needs for external expertise through studies and analyses, prepare the relevant contractual documents, ensuring quality control of services delivered by external consultants.
  • Evaluating economic and regulatory framework conditions for financing instruments, which are supporting structural change in Ukrainian coal regions.
  • Evaluating existing national and international sources of finance for supporting structural change in coal regions.

Tasks:

  • Development of a concept for a financial support program assisting structural change in Ukrainian coal regions (in collaboration with Advisor on Regional Economic Development and Advisor on Fund Governance).
  • Ensuring regular communication and good working relations with Ukrainian stakeholders on the national, regional, and local levels.
  • Designing, implementing, and monitoring capacity development and stakeholder engagement measures in the field of regional development policy.
  • Analysing lessons learnt and best practices from financing mechanisms supporting structural change in other regions outside of Ukraine and providing technical advice to political partners, stakeholders, and commissioning parties on that basis.
  • Analysing existing Ukrainian and international sources of finance and financing mechanisms regarding their accessibility and applicability for relevant actors in coal regions and advising the project as well as implementing partners on that basis.
  • Engaging with operational planning, priorities, and activities of the team, in collaboration with Head of Component and other team members.
  • Preparing Terms of References (ToRs) for consultancy contracts and research projects and ensuring quality and compliance with GIZ rules of services provided by external experts and service providers.
  • Providing the professional platform for networking and partnership building with the national government, local authorities, financial institutions, non-government, private sector and international development organizations or projects.
  • Providing technical advice to the GIZ team members and partners in the fields related to financial instruments.

Required qualifications, competences, and experience:

  • MA/MSc in Economics or Finance.
  • At least 5 years of professional experience in the areas of banking or financial systems development, energy transition or regional economic development with a focus on finance.
  • Specific experience with establishing or managing financing mechanisms in the areas of development cooperation.
  • Good knowledge and solid personal network of relevant stakeholders in the field of energy or regional economic development finance in the public and private sector as well as in academia, with research institutes and civil society.
  • Preferably working experience in the international development cooperation sector.
  • High proficiency in written and spoken Ukrainian and English.
  • Profound interest in the field of international cooperation for sustainable development in Ukraine with a focus on energy policy and climate action.
  • High political sensitivity and inter-personal skills, capacity to coordinate and communicate with political actors on different hierarchical levels, ability to manoeuvre activities and mediate interests in a complex political context.
  • Proficient use of MS Office Package.

  • Ability to independently prioritize tasks under possible time constraints and workload.
  • Pronounced social skills and ability to work well in teams.
  • Goal-oriented working style combined with a high level of frustration tolerance.
  • Ability to come up with innovative ideas to improve performance and satisfaction.
  • Customer and service-oriented attitude.

Employment conditions

Full-time position with a 40-hour working week. Place of assignment is Kyiv. The assignment starts as soon as possible. The contract duration is until 30 November 2024.
