Вакансія: Advisor on Multi-Donor Trust Fund Governance (Full time, Kyiv)

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking qualified professionals for Supporting Structural Change in Ukrainian Coal Regions to fill the position of Advisor on Multi-Donor Trust Fund Governance (Full time, Kyiv).
In the upcoming decade, unprofitable state-owned coal mines will be seizing their operations. This poses major social and economic challenges for the coal regions. The structural change needed to overcome them, based on the concepts of Just Transition and Green Recovery, can provide new impetus for the development and growth in the affected regions, and beyond. Decarbonization of the economy also makes a significant contribution to Ukraine’s ability to raise its level of ambition in the context of global climate protection.
The aim of the project “Supporting Structural Change in Ukrainian Coal Regions” is to support Ukraine in implementing the structural change associated with the coal phase-out in a socially and economically compatible and ecologically sustainable manner, with the involvement of civil society, using appropriate funding instruments in accordance with the concepts of Just Transition and Green Recovery.
This position foreseen Ukraine-wide travels, under a business-as-usual scenario (i.e., when travel restrictions are lifted).
Areas of responsibilities
- Advising the Project on the issues related to the governing structure and management of the Multi donor Structural Change Fund in the frame of structural changes of Ukrainian Coal Regions
- Under the guidance and supervision of the Team leader, help shape the overall strategy of the Multi-Donor Trust Fund Governance
- Examines international structural fund fundraising mechanisms, in the context of the coal regions in transition and energy transformation
- Facilitates continuous dialogue with the international donors/IFIs, regional development agencies, business community in a multi-donor trust fund format to support proper partnership in common development efforts
- Engages in the operational planning, priorities and activities of the team, together with the Head of Component on Structural Change Fund and other team members
- Work in close cooperation with Advisor on Public finance to guarantee the Support structural change in Ukrainian coal regions project is developing towards the defined outcomes
- Closely examines in cooperation with other team members other structural fund mechanisms, in the context of the coal regions in transition and energy transformation
- Supports the communication team in sharing Multi-Donor Trust Fund setting up results and impacts in Energy and Climate cluster, GIZ Ukraine and to a wider public
- Prepares Terms of References for consulting contracts and researching projects and ensures quality and compliance with GIZ rules of the services provided by external experts and service providers
- Supporting the communication team in sharing projects results and impacts in Energy and Climate cluster, GIZ Ukraine and to a wider public
- Contributes to the reporting cycles of the project
- Performing other duties and tasks at the request of management.
Required qualifications, experience and competences
- MA/MSc in Public Finance, Public Administration, International Relations, International Economy, Energy or Natural Resources Management
- At least 5 years of professional experience
- Experience or at least interest in the topics in the fields of the energy transition, coal and extracting industries, public finance administration, coal regions in Ukraine and other European countries
- Specific experience in managing Trust Funds and/or small grants programs
- Specific professional experience in the public sector management and governance would be an advantage
- Understanding and interest in the current coal transformation agenda, especially with the focus on financial facilities
- Profound knowledge of the fund facilities management in Ukraine and worldwide
- High proficiency in written and spoken Ukrainian and English. German knowledge should be aspired if not yet existent
- Experience or at least interest for the topics in the fields of energy transition, coal and extracting industries, coal regions in Ukraine and other European countries would be an asset
- Excellent organizational skills.
- Excellent written and verbal communication skills in an international context.
- Proficient use of MS Office package and digital conference tools.
Employment conditions
Full-time position with 40-hours working week. Place of assignment is Kyiv.The assignment starts in the end of March 2022. The contract duration is 2 years.
