Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for a qualified professional for the project “Support for Structural Change in Ukrainian Coal Regions” to fill the position of the 

            Advisor on Sustainable Economic Development – Employment and Qualifications  

(full-time, Kyiv)

(internal SAP code: Advisor on Economic Cooperation and Private Sector Development)

The aim of the project “Support for Structural Change in Ukrainian Coal Regions” is to ensure that Ukraine carries out the structural change associated with the coal phase-out in a socially and economically compatible and ecologically sustainable manner.

In the upcoming decade, unprofitable state-owned coal mines will be seizing its operations. This poses major social and economic challenges for the coal regions. The structural change needed to overcome them, based on the concepts of Just Transition and Green Recovery, can provide new impetus for the development and growth in the affected regions, and beyond. Decarbonization of the economy also makes a significant contribution to Ukraine’s ability to raise its level of ambition in the context of global climate protection.

In light of the war in Ukraine, the project currently focuses on reconstruction and recovery efforts in the Ukrainian energy sector and supports Western coal regions in their efforts to host internally displaced persons.

Key Responsibilities:

  • Advising the Ukrainian partners and authorities on employment affairs, qualifications, social policies in relation to structural change in Ukrainian Coal Regions.
  • Providing support with pilot projects implementation in fields of employment promotion, (re)-qualification, social programmes in the target locations and regions.
  • Maintaining continuous dialogue with the local key partners to support proper partnership in sustainable economic development – employment and qualifications issues in structural change in Ukrainian Coal Regions.
  • Defining priorities and needs for external expertise through studies, preparing the relevant contractual documents, ensuring quality control of the services delivered by external consultants.

Main Tasks:

  • Advising the Project on the issues related to sustainable economic in the context of the coal regions in transition and energy transformation.
  • Developing ideas for cooperation with the private sector with the focus on innovation and new skills.
  • Identifying opportunities, isolating and defining unknown conditions, resolving critical problems, and developing new theories for cross-collaboration between the pilot cities.
  • Advising to various Vocational Education and Training (VET) stakeholders in the target regions and locations, including VET councils, regional administrations, municipalities, employer associations and other social partners.
  • Supporting cities and municipalities in target locations in the formation of VET measures, employment services and social programmes dedicated to outgoing labor force of mining companies.
  • Providing informational guidance and support with training curricula development in the fields of qualifications, skills development, job opportunities advisory and professional exchange initiatives, together with VET providers and implementing partners.
  • Maintaining cooperation with regional project teams in carrying-out pilot projects in the field of VET, employment services and social programmes.
  • Engaging in the operational planning, priorities and activities of the team, together with the Team Lead and other team members.
  • Maintaining regular contacts and good working relations with Ukrainian stakeholders on the regional and local level.

  • Preparing Terms of References for consulting contracts and researching projects and ensuring quality and compliance with GIZ rules of the services provided by external experts and service providers.

Required qualifications, competences and experience:

  • MA/MSc in Economics, Political Science, Social Sciences, Energy or Natural Resources Management.
  • At least 5 years professional experience in local economical development and businesses promotion and or support of economic measures at municipal or regional level.
  • Solid background in working with industry sector.
  • Understanding of energy sector or cooperation with coal mining industry would be an advantage.
  • Experience with international development cooperation in Ukraine, especially in terms of project management, contract and grant agreements, monitoring and reporting.
  • Understanding and interest in current coal transformation agenda, especially with the focus to employment, qualifications and social policy.
  • Keen interest in the field of international cooperation for sustainable development in Ukraine with a focus on energy policy and climate action.
  • High proficiency in written and spoken Ukrainian and English. German knowledge should be aspired if not yet existent.
  • High political sensitivity and inter-personal skills, capacity to coordinate and communicate with political actors on different hierarchical levels maneuver activities and mediate interests in a complex political context.
  • Very good knowledge research methodologies of Social Science and scientific excellence.
  • Proficient use of MS Office Package.

Employment conditions

The assignment starts at the end of June 2023. It’s a full-time position with 40-hours working week. Place of assignment is Kyiv. The contract duration is 1,5 years.
