DAI is seeking highly qualified candidates for Anti-Corruption and Integrity Content Expert role to conduct a remote Short Term Technical Assistance (STTA) assignment with USAID Governance and Local Accountability (HOVERLA) Activity.

PROJECT BACKGROUND
DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities.
The HOVERLA Activity has three objectives:
Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective.
Objective 2: More self-reliant subnational governance.
Objective 3: Citizens play an increasingly influential role in local governance processes.
PURPOSE
The overall objective of this assignment is to provide expertise in anti-corruption and integrity content for the development of the Transparency and Integrity training module and to ensure high-quality training materials that align with Ukraine’s anti-corruption framework.
Specific Tasks of this assignment include:
- Provide subject matter expertise in anti-corruption and integrity, ensuring that the training module content is comprehensive, accurate and aligned with Ukraine’s anti-corruption framework.
- Develop practical examples and case studies on anti-corruption for use in the training module.
- Collaborate with stakeholders, including the National Agency on Corruption Prevention (NACP), to ensure alignment with national standards.
- Support the delivery of the five-day ToT by providing specialized content and covering anti-corruption subject matter, including addressing questions during training sessions.
- Assist in verifying information and developing assessment tools to evaluate the knowledge and skills of ToT participants related to anti-corruption topics.
- Provide technical guidance and mentorship to ToT participants in preparation and conducting their own training sessions for youth workers.

LEVEL OF EFFORT AND REPORTING
This is a fixed price deliverable-based ICA. The Consultant will work under the technical direction of HOVERLA Civic Engagement Lead.
QUALIFICATIONS:
The Youth Workers Capacity Building Expert should possess the following qualifications, experience, and skills:
- Proven expertise in anti-corruption frameworks, policies, and practices.
- Experience in developing training materials related to transparency, integrity, or anti-corruption, including practical examples and case studies for different target audiences.
- Knowledge of Ukraine’s anti-corruption framework and regional development policies.
- Strong facilitation and communication skills.
- Higher education in public administration, political science, sociology, psychology, social management, educational management, or a related field.
- Familiarity with the National Youth Strategy until 2030, the Law of Ukraine “On the Basic Principles of Youth Policy,” and other key regulatory acts of youth policy in Ukraine.
- Proficiency in using online tools and experience conducting training and supervision sessions in digital formats.
- Responsibility and ability to meet deadlines.
- Flexibility and adaptability in work.
