Org. Setting and Reporting
This position is located in the Office of the High Commissioner for Human Rights (OHCHR), UN Human Rights Monitoring Mission in Ukraine (HRMMU) based in Kyiv, Ukraine. The incumbent reports to the Head of Programme and Operations.
Responsibilities
Within delegated authority the Associate Procurement Officer is responsible for the following duties:
• Plans procurement actions for the office and assigned projects, for a variety of goods and services of a general nature. Provides input for budget planning.
• Reviews and analyzes technical specifications to ensure completeness, accuracy and competitive qualities, and identifies optional courses of action.
• Assists staff in matters regarding procurement, administrative and finance policies and procedures, technical specifications, pricing and product/service availability, payment initiation process, as well as appropriate substitutes or alternative options to reduce costs.
• Develops vendor pre-qualifying criteria, identifies product sources and evaluates vendor performance as regards quality, prices, delivery, equipment, etc., maintains communication with vendors on contract management.
• Solicits and evaluates bids/proposals/quotations to ensure overall competitiveness, quality, and conformity to specified requirements.
• Compiles and presents procurement, finance and administrative data.
• Prepares all relevant supporting documents and recommends approval of the contract or purchase order; may authorize purchases in line with delegated authority, and, in cases where the amount exceeds authorized signature authority, prepares submissions to the Contracts Committee for review and subsequent approval by the authorized official.
• Coordinates timely delivery of goods and services and prepares documents for payments.
• Participates in the market and supplier research.
• Prepares a variety of reports, correspondence, and documents (e.g. purchase orders, contracts and amendments) on procurement-related matters, including expenditure reports.
• Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
• Contributes to maintenance of inventory and assets records.
• Performs other duties as assigned.
Competencies

Knowledge of market trends and sources of supply and equipment and of procurement/contract execution and administration. Knowledge and understanding of internal procurement policies, practices and procedures. Ability to conduct research and analyze data and information to develop recommendations on procurement contracts awards. Ability to clarify and agree on terms of contracts and/or specification requirements and to apply good judgment in the context of assignments given. Ability to analyze and interpret data in support of decision-making and convey resulting information to management. Education
Advanced university degree (Master’s degree or equivalent degree) in business administration, accounting, public administration, commerce, engineering, law or a related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Certification in Public Procurement, such as Chartered Institute of Procurement & Supply (CIPS) is desirable.
Work Experience
A minimum of two (2) years of progressively responsible experience in procurement, contract management, accounting advisory services, administration or related area, is required. Experience within the United Nations common system or similar international organization is desirable. Experience with word processing, advanced spreadsheets and database softwares is desirable. Experience in handling web-based management systems is desirable. Experience working on Enterprise Resource Planning (ERP) systems such as Umoja is desirable.
Languages
Fluency in English and Ukrainian (both oral and written) is required. Knowledge of another UN official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
