The Investment for Business Resilience (IBR) Activity (formerly known as FSR) is a five-year program funded by the United States Agency for International Development (USAID) and managed by DAI Global LLC (DAI). The purpose of the Activity is to support systemic changes in Ukraine’s economy and to increase the supply of finance available to Ukrainian businesses. IBR aims to transform the country’s financial sector into a sophisticated, well-functioning, competitive market that is aligned with European Union (EU) standards and integrated into international financial systems. At the same time, the IBR will support the transformation of Ukraine’s financial sector and work to mobilize private finance for sustained economic growth in Ukraine.
The IBR is looking for candidates to fill in the Awards Monitoring, Evaluation, and Learning Associate / Data Officer, LTTA in Kyiv or Lviv
PURPOSE OF THE ROLE:
The Awards Monitoring, Evaluation, and Learning (MEL) Associate / Data Officer implements the data gathering, analysis, statistical reporting and storage from Awardees for the monitoring and reporting system. He/she reports to the MEL Lead while working closely with the Component Leads and Senior Grants Manager to track, gather, input, analyze and clean data from IBR- awardees. The Awards MEL Associate / Data Officer will monitor reporting of grantees and take the initial actions to ensure their timely reporting. He/She will develop and provide weekly reporting for the management team and Component Leads as well as respond to ad hoc data requests for the Activity. He/She will store data and supporting documentation in a timely manner in accordance with DAI and USAID requirements.
The Awards MEL Associate/Data officer will work with the Awards MEL Specialists to ensure that each new award has data gathering and reporting systems established and are able to provide o-line reporting as required by IBR. This includes assessing Awardee systems to verify that they have an internal collection method of data and supporting documentation. The Awards MEL Associate / Data Officer will conduct initial analysis and cleaning of awardee data to ensure it is complete and is supported in accordance with the awardees reporting requirements. The Awards MEL Associate / Data Officer will analyze information, track statistics and provide regular updates on the reporting compliance and performance of awardees.
OBJECTIVES AND DUTIES:
Monitoring and Evaluation:
- Update Awardee indicator tracking system on weekly basis and supporting documentation.
- Document qualitative data collection sources and findings from Awardees.
- Set up reporting notification system for awardees. Follow up with awardees to remind them of reporting, conduct data quality assessments on awardee data, address delinquent reports and trouble shoot reporting problems.
- Aggregate and monitor Awardee reporting and results and provide weekly (or as necessary) updates on reporting status and indicator data (individual and aggregate) for the management team and Component Leads as well as support ad hoc data requests for the Activity or client.
- Work closely with the grant officers and technical specialist on setting up data systems, provide awardee data to responsible grants officers and technical specialists to review progress.
Quality Planning and Reporting:
- Provide feedback and specific advice on improving the mechanisms of monitoring and data gathering including development of monitoring systems, methods, and processes for specific MEL activities.
- Coordinate and contribute to preparation of IBR quarterly and annual reports.
- Ensure Awardee progress towards IBR key performance indicators is reported in a timely manner.
Partner Reporting Data Gathering:
- Implement the partner data collection system / partner reporting system for all IBR awards.
- Assess Awardee systems to verify that they have an internal collection method of data and supporting documentation and capacity to provide accurate, quality and timely data.
- Provide support to the IBR staff, local partners and grantees in collection, verification, and calculation of data; monitor data accuracy, entry, and cleaning; and oversee maintaining accurate and up-to-date and secure data.
- Develop tools, standardizing as much as possible, for data collection and monitoring as needed.
- Receive and safely store awardee data and supporting documentation.
- Conduct data cleaning and initial data analysis, identifying incomplete or possible inaccurate data. Seek clarifications from awardees and clean data.
- Support Awards MEL Specialists on data verification, data quality, and data analysis, including regular data quality reviews, spot-checks of the collected data and field visits to observe data collection. Address challenges in data and information management that impact quality.
- Maintain project-wide secure system for partner reports.
Partner and Grantee Support:
- Provide on-going training and troubleshooting for the IBR staff, local partners and grantees on M&E tools and data collection systems.
- Support IBR and partners with effective use of tools and methodologies for planning, monitoring, reporting, and measuring outcomes and progress towards key performance indicators.
- Where needed, support partners to design and implement innovative solutions to data gathering
Knowledge Management and Capacity Building:
- Identify and formulate lessons learned from partner reporting, evaluations, and studies to be integrated into broader DAI knowledge management.
- Produce data for activity updates, newsletters, success stories and performance reports, if needed.
- Keep abreast of latest development and professional norms, standards, tools and methodologies.
QUALIFICATIONS:
- Bachelor’s degree required.
- At least three years in of experience in managing data systems, preferably with international development projects or financial institutions.
- Capacity to manage the collection, analysis and cleaning of data.
- Ability to manage a data and file storage system.
- Strong analytical capabilities.
- Some familiarity with tracking and reporting data from the private sector, financial sector or accounting strongly preferred.
- High degree of familiarity with excel and mobile data collection apps (such as KoboToolbox).
- Experience with Airtable and PowerBI preferrable.
- Ability to do quality data visualizations for learning sessions, reports, and presentations.
- Ability to work in a dynamic and quickly changing environment.
- Fluency in Ukrainian and English required, proficiency in Russian preferred.
