Project Overview

Pact is recruiting for a Chief of Party (COP) for a five-year, USAID-funded project entitled Serving Life.
The project will reduce HIV, tuberculosis (TB), and Hepatitis C (HCV) transmission through detection, care, and treatment of people living with HIV, TB, DR-TB and HCV in pre-trial detention centers, prisons, and post-prison settings in Ukraine.

Position Purpose

The COP will provide overall technical and managerial leadership for the project and will serve as the primary liaison with USAID, government partners, and relevant project stakeholders. This includes ensuring that the design, implementation, monitoring, evaluation, learning and progress of all program activities meet stated goals, objectives, and expected results. The COP will be responsible for managing financial resources and program staff; managing partner coordination; maintaining good working relationships with host government officials, stakeholders, and local partners; and managing donor reporting. This position is contingent upon award.

Key Responsibilities

  • Responsible for coordination of all project activities and staff.
  • Responsible for strategic planning, technical leadership, and administrative oversight of the program.
  • Serve as Pact’s liaison to USAID, partners, the Government of Ukraine, and other key project stakeholders.
  • Manage senior staff and partners.
  • Oversee project planning (i.e., development of work plans and operating budget) and reporting (i.e., review and approve periodic budgets and reports).
  • Manage project budget to meet expected results, ensuring cost-effective use of Pact and donor resources.
  • Ensure close coordination with other relevant initiatives in country.
  • Help recruit and directly supervise local project staff in line with Pact HR policies; oversee the management and development of project office human resources to ensure a diverse, skilled, and productive workforce, an effective leadership team, and an organizational culture where Pact’s values are practiced.
  • Ensure compliance with HQ and donor requirements, policies, and regulations.
  • Represent Pact at conferences, working groups, and meetings to support Pact’s thought leadership.
  • Provide regular written/oral program progress updates as requested.
  • Perform other duties as assigned.

Basic Requirements

  • At least 10 years of experience managing progressively complex HIV/AIDS, TB, and/or other health sector or health systems strengthening programs.
  • Advanced degree (Masters or PhD) in public health, health administration, social work, business administration, or other relevant field.
  • Experience implementing complex and multi-faceted projects, with demonstrated skills in organizing resources and establishing priorities.
  • Demonstrated track record in successfully building and effectively managing diverse teams of employees.
  • Demonstrated capacity to build and maintain productive working relationships and a proven track record of interacting with high-level host country governments at various levels within the context of Post-Soviet East Europe and Eurasia, international agencies, and other stakeholders.
  • Demonstrated effective interpersonal skills, creative problem-solving, and ethical management.
  • Professional level English ability – both written and oral.
  • Demonstrated ability to develop and maintain strong relationships with governments and civil society partners.

Preferred Qualifications

  • Prior experience managing USAID and PEPFAR programs and reporting requirements.
  • Experience working in the penitentiary sector, preferably in Ukraine or Eastern Europe.
  • Professional level fluency in English.
