Position summary

Under the supervision of the Senior Renovation Manager, the Civil Engineer will support the full cycle of development and creation of safe, sustainable and accessible educational spaces. The Civil Engineer will provide technical expertise in small-scale construction works   aimed at infrastructural improvements of selected communities, including compliance with Environmental Protection and Health and Safety procedures. Under small-scale construction is meant structural repairs and rehabilitation, alteration, renovation, upgrade of engineering networks of buildings and other vertical structures of CC1 and CC2 classes; construction of light structures (including groundworks). The Civil Engineer will be responsible for planning, designing and implementing small-scale construction projects in cooperation with the Senior Renovation Manager and subcontractors. The position holder will assist with procurement of construction and engineering services and will participate in supervision of construction works, including regular site visits across Ukraine.

Your Background & Skills

  • Ukrainian citizenship or residency with work authorization is required.
  • University degree in architecture, civil or structural engineering, electro-mechanical engineering or similar.
  • At least five years of experience in construction or similar activity; previous experience on USAID projects preferred.
  • Familiarity with the standards and regulations in construction, knowledge of local techniques and requirements for construction.
  • Advanced knowledge of legislation procedures related to construction.
  • Experience of working in an international non-profit organization is a strong asset.
  • Experience in reviewing technical documents related to small-scale construction works.
  • Strong command of spoken/written English and Ukrainian.
  • Good computer literacy in the use of MS office tools and computer-aided design (CAD) drawing software.
  • Proficient in use of drawing software (AutoCAD would be an advantage).
  • The ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender are essential requirements.
  • Readiness to travel across Ukraine where safety conditions allow.
  • Experience in developing documents on Health and Safety and Environmental Compliance is an asset.
  • Knowledge of ADA/ABA regulations would be an advantage.
  • Knowledge of construction standards and regulations for educational facilities and public spaces is an asset. 

Your Daily Tasks

  • Support the Senior Renovation Manager by providing technical and administrative assistance for assigned components within the program to ensure that objectives and targets are timely achieved.
  • Participate in assessments of construction sites, collect and compile technical information related to the small-scale construction work.
  • Prepare technical assessment reports, draft Terms of Reference for the development of detailed designs for small-scale construction work.
  • Provide technical expertise / reviews of technical documents related to small-scale construction work (technical survey reports, concept and detailed designs, as-build documents, construction method statements, etc.), including quality control of deliverables submitted by the subcontractors.
  • Participate in supervision of the construction work to comply with IREX and donor’s policies and requirements, national standards and best international practices; review and provide technical expertise on progress reports from the contracted construction companies, architectural supervisors and technical construction supervisors. The position may require both work in Kyiv and travel across Ukraine on occasions.
  • Draft tender documentation for engineering and construction services in accordance with USAID and IREX specifications and with Ukrainian regulations.
  • Draft program reports, updates and other documents related to program activities.
  • Draft and contribute to the revision of Health and Safety Plans and Environmental Compliance documents.
  • Provide technical expertise to sub-awardees / consultants / contractors / beneficiaries.
  • Communicate with program beneficiaries (territorial communities) and coordinate interventions with a team of Regional Coordinators.
  • Other support duties as needed.
