Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is seeking for the project “Supporting Ukraine in the implementation of the Paris Agreement and adaptation to climate change in the Black Sea Region (PAABS)” a qualified staff member to fill the position of a:

Climate Change Advisor (full-time, Kyiv)

(internal SAP code: Climate Change Advisor)

The project advises Ukraine on how to implement the Paris Agreement by promoting a low-carbon economy and climate-resilient future. It supports the Ministry of Environmental Protection and Natural Resources (MEPR) in planning, realising and monitoring the transformation. To do so, it supports knowledge-building and provides instruments to align reporting on the Paris Agreement with international standards. This includes, for example, an IT system based on satellite images that is used to monitor land use and forest management.

The project provides relevant target groups with data and analyses, enabling them to make evidence-based decisions and develop strategies for greenhouse gas reduction. For industries with high levels of harmful emissions, it also supports data-based strategies that highlight the advantages of greenhouse gas reduction. The aim here is to increase acceptance and support of environmental and climate policy in these industries.

The project is also committed to gender equality in its approach to adapting water management to climate change. Good practices are collected and analysed with a view to disseminating them in Ukraine and the Black Sea region.

The project is implemented in conjunction with an association of mainly Ukrainian institutions that are working towards a low-carbon economy and climate adaptation. This approach ensures that their views are taken into account in policy-making.

Responsibilities:

The advisor is responsible for:

  • Managing the Strategic Cooperation on the Paris Agreement and Support on Climate Change Priorities (Priority Area I) that forms part of the programme objectives and any additional agreements with the superior.
  • Assisting programme initiatives within a consortium to provide professional advisory services to and cooperate with a broad range of target groups especially under Priority Area I.
  • Representing Ukraine as a Country Correspondent in the framework of The EU funded global EU Climate Dialogues 2 (EUCDs 2) to expand EU’s climate diplomacy actions, focusing on bilateral and regional partnerships to accelerate global climate action, enhance resilience, and reduce greenhouse gas emissions.
  • Knowledge management and Monitoring.

Tasks

  1. Advising the partner institution(s)

The advisor:

  • Assists and monitors the development and implementation of programme plans and activities in close consultation with counterparts and consortium members.
  • Steers and monitors comprehensive contracts of key strategic contractors in the programme to support partner ministries and other relevant target groups with data and analytical work for evidence-based decision making and developing of long-term low greenhouse gas emission development strategie and data-based sectoral CO2 reduction and pollutant reduction strategies for high emitting industries as well as carbon financing mechanisms.
  • Supports the implementation of measures to enhance the Ukrainian climate governance capacities under the Paris Agreement and UNFCCC reporting obligations.
  • Reacts to ad-hoc requests for flexible support on various mitigation topics and data-driven analysis within short timeframes and coordinates with strategic contractors.
  • Contributes to preparing and implementing the coordination process, joint programme activities and work at the national level.
  • Deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the programme’s activities and the activities of the consortium partners
  • Develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives.
  • Manages and ensures on-time effective and efficient delivery of the EUCDs2 activities in country (e.g. working with the executing partner on all steps of implementation, providing quality checks/assurance of deliverables and reports, tracking milestones and progress reporting, adjustments of contract etc.) in close consultation with EUCDs2 Brussels team and CC Coordinator. This involves also the technical and financial evaluation of offers in the procurement of country activity related services and logistical support for the organisation of EUCDs events/trips/outreach as needed, etc.
  1. Networking and cooperation

The advisor:

  • Supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships.
  • Communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project/programme.
  • Prepares, moderates and reports at least 4 EU-internal ‘EUCDs2 Country Team’ meetings a year, or as needed and regular liaison with Country Teams under the guidance of the CC Coordinator as needed and providing any relevant (written) update from country developments to the CT and Brussels team.
  • Ensures up-to-date knowledge generation and management through regular calls with the CC Coordinator and written updates on country-related news, events, and activities, while using the project’s knowledge management platform (Nextcloud) to store on a regular basis and manage all relevant files and information (CN, ToRs, agendas, work programmes, debriefing notes). Share all PPTs for CT meetings and others in the KM database.
  • Links with stakeholders and other delivery partners related to specific project activities as requested by CT members, TL, Deputy TL and CC Coordinator.
  • Attends all relevant meetings with the Brussels-based team and other CCs and ensure full understanding of the project logic, developments and tools.
  1. Knowledge management

The advisor:

  • Ensures knowledge transfer to programme and within the consortium.
  • Cooperatively develops and ensures quality of externally produced analysis, models, presentations, communication materials, strategies and concepts.
  • Draws up reports and presentation documents for internal and external use.
  • Prepares appropriate input for various programme reports including bi-annual and annual reports, and contributes to the other reports required by the programme manager, GIZ Head Office as well as the commissioning parties and political partners.
  • Assists with research activities and studies on political issues which are needed by joint programmes.
  • Reviews, comments and contributes timely and in high technical and editorial quality to any EUCDs2 country specific document and presentation (e.g. country mappings, country engagement strategy (CES), country climate action profile (CCAP), country debriefings note, PPT for SC or CA meetings, monthly EUCDs2 Flash News etc.…) as requested by management team/CC coordinator.
  1. Coordination tasks

The advisor:

  • Assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation.
  • Coordinates relevant project activities in consultation with the manager and in cooperation with the consortium partners, both as regards implementation and preparing organisational aspects.
  • Compiles the relevant information for joint activities and assignments.
  • Handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting).
  • Prepares EUCDs2 sub-projects including identification of synergies with other interventions especially of EU and EU MS funded interventions (including GIZ), identification of qualified delivery partners and/or contributing actors/speakers etc. and delivering a draft and final concept note as well as Terms of References including budget indication for review and validation by EUCDs2 team, Country Team and as needed the Steering Committee in consultation with the EUCDs core team.

Required qualifications, competences and experience

Qualifications

  • University degree in natural science, environmental science, climate studies or related fields.

Professional experience

  • At least 5 years of professional experience in climate change mitigation or a comparable position preferably in a similar advisory or consultancy role.

Other knowledge, additional competences

  • Strong understanding of climate change science, its impacts, mitigation strategies and climate reporting relevant to Ukraine. Familiarity with international climate agreements, frameworks, and funding mechanisms.
  • Experience working with government agencies, NGOs on climate-related projects.
  • Proficiency in data analysis, GIS tools, and climate modelling software is advantageous.
  • Excellent communication and interpersonal skills to effectively engage with diverse stakeholders.
  • Fluency in English and Ukrainian, both written and spoken.
  • Demonstrated project management and organisational abilities.
  • Open-minded team player with excellent intercultural competences.
  • Proactive, creative thinker.

Employment conditions

Full-time position with 40-hours working week. Place of duty: Kyiv with partially remote mode. The assignment starts as soon as possible.
