Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “Capacity Development for Climate Policy in the Countries of South-Eastern and Eastern Europe, the Southern Caucasus and Central Asia, Phase III (CDCPIII)” to fill the position:

Communication Specialist  (full-time, Kyiv)

The regional project Capacity Development for Climate Policy in the Countries of South-Eastern and Eastern Europe, the Southern Caucasus and Central Asia, Phase III (CDCPIII) works in the project region on behalf of the German Federal Ministry for Economic Affairs and Climate Action (BMWK).

  • Selected measures (advisory services, implementation of dialogue events, pilot projects, studies, etc.) are implemented in very close coordination with the client to strengthen capacities for ambitious climate protection policies.
  • Cooperation with selected partner countries – including Ukraine, which has recently received EU co-financing – on a longer-term basis and support to the implementation processes of the respective national commitments to implement the Paris Climate Agreement and the EU Association Agreement. Experience gained and project results achieved are made available to the partner countries and are fed into the international expert committees and networks.

In Ukraine CDCPIII supports from 2022 till April 2025 the establishment of a the “Ukrainian Climate Office” with an EU co-financed measure and thus strengthens the capacity of government, companies and NGOs/CSOs for climate protection measures. The objective of the measure in Ukraine is to significantly contribute to the achievement of climate neutrality in Ukraine in 2060. Therefore, the cooperation advises the preparation of policies and implementation of measures in Ukraine that effectively support the transition to a climate-neutral, clean, resource-efficient and secure energy supply and use. The coordination unit of the project is located in Berlin, Germany.

GIZ is looking for a qualified professional to fill the full-time position of Communication specialist in Kyiv with strong writing skills and a firm grasp of political realities and sensitivity to support the elaboration and implementation of the communication strategy for the Ukrainian Climate Office.

The Communication Specialist is responsible for:

  • Steering the development and implementation of Communication Strategy for the “Ukrainian Climate Office”, together with MEPR and EU and possible service providers;
  • Copywriting and ensuring quality of projects’ success stories for various internal and external online and offline channels, such as social media, websites, interviews, press releases, presentations etc;
  • Coordinating press and PR activities;
  • Supporting the project with strategic orientation of communication to various target groups;
  • Work in close cooperation with projects’ monitoring and evaluation adviser to guarantee the project is developing towards the defined outcomes;
  • Communication with national press, national and regional partners, international donors and implementing organizations, other GIZ projects, and the GIZ country office;
  • Ensuring communication among the projects effectively, e. g. introducing and moderating useful communication formats. Provide them proactively with information;
  • Preparation of Terms of Reference and steering of service providers;
  • Ensuring the implementation of standards and guidelines for communication activities of GIZ and the European Union;
  • Assist the strategy for strengthening of capacities of different stakeholders for public consultations.

Required qualifications and experience:

  • University degree or comparable training in PR / Communication or equivalent education;
  • At least 5 years of work experience in the field of communication (Press and Public Relations, Journalism, internal communications or lobbying or similar). Knowledge of climate issues is an advantage;
  • High proficiency in written and spoken Ukrainian and English;
  • Very good oral and writing skills in Ukrainian and English; Moderation skills are an advantage;
  • Experience in communication for political clients or in sensitive contexts;
  • Knowledge of how to use digital technologies in the field of communication as well as the ability to write texts in a stylistically confident and targeted manner and to present complicated content in a comprehensible way;
  • Experience with production of media for different information channels incl. social media;
  • Experience in control and briefing of service providers and agencies;
  • Knowledge of publishing and graphics applications are desired;
  • Proficient use of MS Office Package;
  • Open-minded team player with excellent intercultural competences;
  • Proactive, creative thinker;
  • Strong commitment to and belief in the power of communication to help empower communities;
  • Strong organizational and planning competences.

Employment conditions:

Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. Due to administrative issues the contract will be till end of June 2024, with an option to prolong it.
