Вакансія: Communication Specialist

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “Strengthening Communities in South and East Ukraine through Localized Action (EMPOWER)” to fill the position of the:

Communication Specialist (full-time, Kyiv)

(internal SAP code: Communication Specialist)

Due to the widespread destruction of essential basic services in Ukraine, more than 14.6 million people, including 3.7 million internally displaced persons (IDPs), are in dire need of assistance, particularly in the eastern and southern regions.

To address the pressing need for comprehensive support, the new Multi-Donor Action “Strengthening Communities in South and East Ukraine through Localized Action (EMPOWER)” is planned. The project will be financed by the Federal Ministry for Economic Cooperation and Development (BMZ) through Transitional Development Assistance (ÜH) funds and receive co-financing from EU with a total commissioning value of up to 37.5 Mio. EUR. The objective is to provide protection, psychosocial support and essential assistance to populations particularly affected by the war in selected regions of South and East Ukraine (6 oblasts) with a focus on war-affected population and vulnerable groups. The project will be implemented along the Humanitarian-Development-Peace (HDP) Nexus with a strong focus on the localization agenda, enabling local partners to expand and improve basic service provision and promoting local ownership.

The project is part of the GIZ Ukraine. The duration of the Action is scheduled from 01.06.2024 to 31.12.2026.

Job responsibilities

The Communication Specialist will be responsible for:

  • managing the EMPOWER project and partially cluster Communications Team’s day-to-day activities, ensuring that tasks are completed on time and to a high standard;
  • ensuring delivery of communication demands to the implementation partners (NGOs) at the preparatory, implementation and reporting stages of the activities;
  • developing and maintaining relationships with key stakeholders, including implementation partners (NGOs), media outlets, government officials, and community leaders;
  • implementing multi-facetted communication campaigns around specific initiatives to support implementing partners and municipalities during war and support to war-affected population, especially developing communication capacities of the implementation partners;
  • overseeing the development and implementation of social media and online communications strategies on the project and NGOs in the framework of cooperation with GIZ;
  • developing and fostering internal communication in the project and within the Resilient Society cluster;
  • ensuring that all communication materials are consistent with GIZ and EU branding guidelines and messaging;
  • managing the EMPOWER project’s communications budget and resources, ensuring that they are used effectively and efficiently.

Required qualifications:

  • Master’s degree in Communications, Journalism, Public Relations, or a related field;
  • at least 5 years of experience in communications;
  • proven experience in developing and implementing successful communication campaigns;
  • strong understanding of media relations and experience working with journalists and media outlets;
  • excellent written and verbal communication skills in English and Ukrainian;
  • strong team and time management skills, including the ability to inspire a team of communication specialists;
  • excellent organizational and project management skills, with the ability to manage multiple projects simultaneously;
  • excellent knowledge of the Ukrainian political and institutional landscape, including humanitarian aid sphere;
  • strong interpersonal skills and the ability to build relationships with stakeholders at all levels;
  • experience working in the public (non-profit) sector is an asset.

  • excellent communication skills: Strong written and verbal communication skills. Ability to communicate complex ideas clearly and effectively to a variety of stakeholders;
  • adaptability and flexibility: Ability to work in a fast-paced and dynamic environment, able to adapt quickly to changing circumstances and priorities;
  • interpersonal skills: Excellent interpersonal skills and the ability to build and maintain relationships with a diverse range of stakeholders, including NGOs, media outlets, government officials, and community leaders;
  • problem-solving skills: Strong problem-solving skills and the ability to develop creative solutions to complex challenges.

Employment conditions 

The assignment starts as of 01.06.2024. Full-time position with 40-hours working week. Probation period – 3 months. Place of duty: Kyiv with partially remote mode. For now, the contract duration is till the end of 2025, with a probability for prolongation.
