DAI is seeking highly qualified candidates for Communications Manager for Regional Digital Transformation role to conduct a remote Short Term Technical Assistance (STTA) assignment with USAID Governance and Local Accountability (HOVERLA) Activity.

Project Background

DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. This Activity is designed for the period 2021 – 2027 to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities.

It is implemented through three main Objectives:

Objective1: Ukraine’s system of local self-governance is increasingly institutionalized and effective

Objective 2: More self-reliant subnational governance

Objective 3: Citizens play an increasingly influential role in local governance processes and

Purpose

STTA will work closely with the Ministry of Digital Transformation (MDT) teams to manage communication processes to support the digital transformation of regions and advice on establishing interactive communication with citizens and State Military Administrations in the regions to create /design visual materials and advice on various issues on promoting interactive communication with citizens.

Key Objectives of this assignment

  • Prepare/manage weekly digest of regional news
  • Conduct regular interaction with media and experts
  • Develop/manager social media campaign
  • Lead events management
  • Prepare message boxes, press announcements, and press releases
  • Work Closely with designers in preparing visual materials
  • Conduct Analysis of communication campaign effectiveness

 Specific Tasks of this assignment include

STTA  will be responsible for completing the following tasks during the period of this assignment:

  • Prepare/manage weekly digest of regional news
  • Preparation of a weekly digest of news related to regional aspects of digital transformation
  • Conduct regular interaction with media and experts
  • Organizing meetings and interacting with media representatives and experts on issues related to digital transformation
  • Develop/manager social media campaign
  • Planning and conducting communication campaigns on social media to support initiatives for digital transformation
  • Lead events management
  • Organizing and conducting events, trainings, and other activities aimed at promoting the idea of digital transformation
  • Prepare message boxes, press announcements, and press releases
  • Developing texts for media materials (press releases, press announcements, etc.) for publication in the media
  • Work Closely with designers in preparing visual materials
  • Cooperation with designers to create visual materials aligned with communication goals
  • Conduct Analysis of communication campaign effectiveness
  • Collecting and analyzing data on the effectiveness of communication campaigns, developing recommendations for improving strategies
  • Liaise and ensure constant communication/coordination with the HOVERLA Project team regarding all aspects of the assignment
  • Hold consultations with the HOVERLA Project team as requested.

Qualifications

  • Minimum of 4 years of work in the design field
  • Having cases of successful work with state and social projects will be an advantage
  • Ability to effectively manage events
  • Experiences in communications management
  • Excellent knowledge of Ukrainian / working level of knowledge of English will be an advantage
  • Strong computer skills
  • Strong knowledge and experience on advising/designing communications  materials for various  social media platforms
