The Investment for Business Resilience (IBR) Activity (formerly known as FSR) is a five-year program funded by the United States Agency for International Development (USAID) and managed by DAI Global LLC (DAI). The purpose of the Activity is to support systemic changes in Ukraine’s economy and to increase the supply of finance available to Ukrainian businesses. IBR aims to transform the country’s financial sector into a sophisticated, well-functioning, competitive market that is aligned with European Union (EU) standards and integrated into international financial systems. At the same time, the IBR will support the transformation of Ukraine’s financial sector and work to mobilize private finance for sustained economic growth in Ukraine.
The IBR is looking for candidates to fill in The Communications Team Lead position, LTTA in Kyiv or Lviv.
PURPOSE OF THE ROLE:
The Communications Team Lead oversees communications in support of all IBR Activity and key stakeholder, association, CSO, watchdog, media training, capacity building and engagement activities. He/she directly supports high-level media and Government of Ukraine (GOU) engagement, develops and oversees large campaigns, internal learning, and P&R sessions. He/she will be responsible for development and implementation of the integrated communication and public outreach campaigns both digital and offline within the IBR and/or with partner organizations; communication of the IBR project, its grant programs, goals, objectives and achievement; development and management of surveys made by the IBR contractors; content creation together with other team members.
OBJECTIVES AND DUTIES:
- In cooperation with counterparts, clients, partners and IBR experts, lead the creation and the implementation of an integrated communication and public outreach campaign on financial / economic/business issues.
- Supports introductions and engagement with key industry stakeholders, including regulators, other donors, CSOs, industry associations, and the private sector; hosts media events surrounding financial sector reforms and transparency.
- Promotes and highlights IBR’s activities across all components and sectors in social media and newsletters, works with local partners and key stakeholders, including local communities, government agencies, businesses, and mass media.
- Oversees communication efforts in social media to better present IBR’s efforts, impacts, and success stories.
- Responsible for promoting collaboration and effective knowledge exchange among local partners and external stakeholders.
- Ensures that the Activity produces and disseminates high-quality knowledge, tools, and lessons learned through routine monitoring and evaluation and implementation experience.
- Coordinates across technical areas regarding incorporation of best practices and strategies for inclusion of vulnerable groups.
- Translates objectives and messages into creative ideas.
- Determines the most effective mix of tools and channels to deliver messages to target audiences. In cooperation with technical experts, writes articles, stories and other content that conveys IBR messaging and narratives.
- Tracks the progress of campaigns and monitors their effectiveness, adjusting them as needed.
- Uses data and feedback from campaigns to improve new campaigns and projects.
- Drafts RFPs and creative briefs, based on campaign/event/project parameters.
- Manages project teams, ensures timely implementation and delivery.
- Participates in trainings and other communication capacity building activities for IBR beneficiaries, clients and partners.
- Contributes to developing communication strategies, campaigns, plans, generates ideas and solutions to ensure that strategic communication drives the achievement of IBR goals and objectives.
- Perform other related duties as required.
QUALIFICATIONS:
- Must have advanced degree in public relations, communications, public policy, journalism, international relations, or a related field.
- At least 10 years of professional experience developing strategic communications for private sector or donor-funded initiatives required.
- Experience with USAID and/or other development projects similar in scope and complexity to Ukraine IBR
- Experience developing and implementing initiatives and campaigns to educate and build public support required.
- Must have proven experience building linkages among government, private sector, civil society, and public audiences or consumers.
- Experience building the capacity of the media, journalists, and/or CSOs as strategic partners for increased transparency, enforcement, advocacy, and education required.
- Knowledge of Ukraine’s private sector landscape, including the business environment, financial sector, relevant government ministries, and familiarity of relevant policies and reforms required.
- Must have solid and persuasive interpersonal and communication skills.
- Must have excellent oral and written English and Ukrainian skills.
