Background

The war in Ukraine has already resulted in significant loss of life, unprecedented displacement, internally and towards neighbouring countries, and devastating destruction of infrastructure. Early projections by the United Nations Development Programme (UNDP) suggest that if the war deepens and expands, up to 90 percent of the population of Ukraine could be facing poverty and vulnerability to poverty by the end of 2022, and 30 percent of the population are likely to require life-saving humanitarian assistance. Eighteen years of socio-economic achievements in Ukraine are at risk. UNDP’s core interest is to preserve development gains as fully as possible, and to return Ukraine to pathways achieving the Sustainable Development Goals (SDGs) as quickly as possible.  

UNDP has been active and present in eastern Ukraine for the past decade, prior to the conflict, with a focus on community development, civil society development, and environmental protection. Work on addressing the specific conflict-related development challenges built on this earlier engagement, established partnerships, and started in 2015 through the United Nations Recovery and Peacebuilding Programme (UN RPP). The UN RPP is a multi-donor funded framework programme formulated and led by the UNDP in collaboration with the Government of Ukraine and in cooperation with a number of partnering UN agencies (UN Women, FAO, UNFPA).

The Programme’s interventions are grouped under the following key Programme components, which reflect women’s and men’s priority needs in the region:

  • Component 1: Economic Recovery and Restoration of Critical Infrastructure
  • Component 2: Local Governance and Decentralization Reform
  • Component 3: Community Security and Social Cohesion.

As a strategic priority during and in the aftermath of the war, UN RPP will apply substantive experience of working with security service providers, including but not limited to the State Emergency Service of Ukraine, the National Police, firefighting brigades (both professional and volunteers), community police officers, Border Guards, and civil society service providers at national and subnational level, to address emerging needs brought by the war, with a specific focus on:

  • Supporting service provision at subnational level and the overall resilience of first responders/civil protection actors at times of crisis, including through crisis preparedness activities;
  • Boost and strengthen existing capacities of civil protection and security providers to face the new challenges as a consequence of the war;
  • Ensuring continued access to civil protection and security services in conflict affected communities, transit hubs, and hosting areas especially for the most vulnerable groups (i.e. elderly, people with disabilities, IDPs, etc.);
  • Support the implementation of the the engagement of the Community Security and Social Cohesion Mobilization Methodology and the use of participatory methods to identify and implement community-based solutions for community security and civil protection, as part of the overall mainstreaming of this area of work across all activities implemented under the Community Security and Social Cohesion component of the UN RPP.

In response to this identified priority, UNDP Ukraine invites applications from highly qualified and experienced Ukrainian professionals for the post of Community Security Associate. 

In line with UNDP’s mandate as a gender-responsive organization with zero tolerance to any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse, the incumbent will contribute to accelerate gender equality and women’s empowerment throughout Programme implementation.

Duties and Responsibilities

Under the direct supervision of the Rule of Law and Community Security Specialist, operational supervision of the Community Security and Social Cohesion Coordinator, and overall supervision of the Community Security and Social Cohesion Specialist, the Community Security Associate will support and contribute to the implementation of all community security and community policing activities in target oblasts under the Recovery and Peacebuilding Programme. The Community Security Associate will be responsible for:  

  • Support the delivering of the specific activities envisaged in the projects under Recovery and Peacebuilding Programme umbrella in the area of Community Security;
  • Support the development and partnership building with project stakeholders at national and sub-national sector (both civil society and governmental); 
  • Actively participate in implementing an area- and community-based approach by supporting the work of the community mobilization team with local communities, with an emphasis on the engagement with the security service providers and with local authorities;
  • Assist the Project team to mainstream community security and human rights issues into reform priorities, throughout Project’s implementation.

Specifically, s/he will perform the following tasks:

Support the delivering the specific activities envisaged in the area of Community Security:

  • Participate in the development of detailed project activity plans together with the Rule of Law and Community Security Specialists based in Poltava and Dnipro, and provide inputs to the development of Project Annual Work Plans;
  • Participate in project implementation, including drafting of relevant Project documents (memos, briefs, talking points, meeting debriefs, minutes), and other reporting required in the area of community security;
  • Support national and subnational institutions to develop and implement action plans which strengthen civil protection systems and security service provision at community level;
  • Provide inputs for analytical papers on reforms in the area of policing and security (including civil protection), and decentralization and implementation at local level;
  • Participate in monitoring and reporting on the developments in security (including civil protection) and policing sector trends and activities by key stakeholders, including both state and non-state actors.

Building partnerships with Project stakeholders and partners:

  • Support close coordination and cooperation with other UN agencies and non-UN entities working in the sphere of Community Security (including UN RPP agencies – UN Women, UNFPA, FAO); 
  • Liaise with Project partners and facilitate communication on Project-related activities including organizing joint thematic learning and networking events on community security topics;
  • Support and participate in local coordination and engagement meetings with stakeholders on issues relating to community security and strengthening of civil protection systems;
  • Assist in developing and maintaining close working relationships with local civil society and community groups to facilitate project implementation;
  • Participate in monitoring and reporting on community security (including civil protection) and policing issues locally, and identify emerging trends using project mapping and other available data.

Actively participate in implementing an area- and community-based approach:

  • Support civil society and community groups to develop skills (through trainings, study visits and other capacity development interventions) to actively engage in community policing and community security/civil protection, including planning and implementing joint activities;
  • Participate in implementation of the Project small-grants facility by assessing proposals, nurturing networks, as well as identify issues, risks, priorities, and opportunities that support the implementation of grant activities;
  • Assist in overseeing the work of beneficiaries of Small Grants Facility  and ensure quality of outputs in keeping with grants applications.

Provide support to the project management and implementation:

  • Prepare regular updates (written and verbal) on Project progress in meeting community security targets, including challenges and lessons learned for supervisors;
  • Support monitoring of the key interventions of the Project particularly for vulnerable groups such as IDPs (Internally Displaced Persons), children, the elderly, and survivors of sexual and gender-based violence (SGBV);
  • Draft inputs for regular Project reports to the donor and M&E activities;
  • Perform other duties as required.

Required Skills and Experience

Education:

  • Bachelor’s degree in law, international relations, political science or other relevant areas will be given due consideration but it is not a requirement.

Experience:

  • Minimum 6 years (with Secondary Education) or 3 years (with Bachelor’s Degree) of relevant work experience including practical in the field of community security, law enforcement, rule of law or related area or other relevant fields;
     
  • Familiarity or previous experience working with national/sub-national law enforcement or civil protection institutions would be a strong asset;
  • Demonstrable knowledge of international and national human rights framework is highly desirable (please submit certificates of any learning experience);
  • Previous experience in preparing action plans, and conducting research would be desirable;
  • Previous experience in implementation of community-based development initiatives and/or experience with working with civil society organizations would be desirable;
  • Excellent computer skills (including, MS Outlook, Excel, Word, PowerPoint, etc.)

Required Languages:

  • Fluency in Ukrainian and English is required
