The Investment for Business Resilience Activity (formerly known as the Financial Sector Reform Activity) in Ukraine is a five-year program funded by the United States Agency for International Development (USAID) and managed by DAI Global LLC (DAI). The purpose of the activity is to transform the country’s financial sector into a sophisticated, well-functioning, competitive market that is aligned with European Union (EU) standards and integrated into international financial systems. This transformation will mobilize private finance for sustained economic growth in Ukraine.

The IBR is looking for candidates to fill in THE CONSULTANT ON ECONOMIC AMBASSADORSHIP POSITION, STTA, IN KYIV.

PURPOSE OF THE ROLE: 

The primary objective of this role is to promote economic growth, enhance international trade relationships, and attract foreign investments to Ukraine. IBR is seeking a highly skilled professional with strong interpersonal skills, who will serve as a key liaison and representative for potential investors for fostering cooperation and coordination, build and maintain strong relationships with diplomatic missions, delegations, foreign trade organizations and international economic forums etc. The selected candidate will contribute to the implementation of the investment strategy of Ukraine and will be responsible for assisting the Ministry with establishing regular communication channels and coordinating and facilitating investors’ visits.

The expert should have an ability to maintain a wide range of working relationships and demonstrate strong time management and organizational skills with attention to detail and achieving successful outcomes. The Consultant will perform the tasks under the management of the Deputy Ministry of Economy.

OBJECTIVES AND DUTIES:

  • Provide support, advice and insight to foreign business regarding the commercial environment in Ukraine in identified priority sectors;
  • Support the Ministry in meetings, conferences, and events related to economic cooperation and bilateral investment talks; collect and communicate relevant market and industrial information;
  • Build and maintain strong relationships with diplomatic missions, foreign trade organizations, and international economic forums;
  • Establish and maintain regular communication channels with international delegations and stakeholders;
  • Coordinate and facilitate incoming and outgoing delegations, ensuring smooth logistical arrangements and productive meetings;
  • Collaborate with relevant government agencies, chambers of commerce, and industry associations to identify potential areas of cooperation and promote joint ventures;
  • Plan and facilitate visits of foreign companies to Ukraine to explore investment opportunities and establish business partnerships; contribute to the planning and delivery of business-focused events, such investment forum and side events at the Ukraine Reform Conference (URC)-2024;
  • Act as the focal point for visiting companies, providing necessary information, arranging meetings, and coordinating site visits;
  • Assist visiting companies with navigating local regulations, investment incentives, and market opportunities;
  • Conduct research and analysis on international economic trends, market opportunities, and potential areas of collaboration, including public-private partnership projects;
  • Prepare reports, presentations, and briefs on economic indicators and investment prospects for internal and external stakeholders;
  • Provide recommendations for policy development and strategic initiatives based on economic insights and market intelligence;
  • Develop and maintain a strong network of contacts within the international business community, government agencies, and diplomatic circles; assist with outreach to relevant country-specific organizations that can contribute to enhancing investment relationships between Ukraine and other countries;
  • Engage in proactive outreach to potential investors from the US and the EU and key stakeholders to promote Ukraine as an attractive destination for business and investments;
  • Attend relevant conferences, seminars, and investment forums to enhance visibility, exchange knowledge, and explore new economic opportunities.

The position-holder will need to deal confidently and fluently with a variety of economic issues including war-risk insurance, EU-integration, war-time regulations, Ukraine’s state incentives for investors, innovations, and industrial parks, multilateral and domestic economic governance measures, industrial and investment policies, and Ukraine Facility Plan. An understanding of the relationship between Ukraine’s economic and political objectives will be important. The position-holder will be expected to accompany the Deputy Minister to meetings with foreign senior officials, and to network confidently on his or her own. S/he will coordinate work directly to the Deputy Minister, responsible for the investment policy stream.

This assignment will require 6 months, with possible extension to 12 months.

QUALIFICATIONS: 

  • A specialist’s or master’s degree in Economics, Business, International Politics or International Relations (preferably) or similar;
  • Minimum 5-7 years’ work experience in private sector trade outreach activities or with public sector institutions involved in investment promotion;
  • Familiarity with the investment climate and business environment in Ukraine as well as a good command of the international investment regulations and investment regulations in Ukraine, its proc and cons;
  • Experience in working in international contexts will be an advantage;
  • Good interpersonal and influencing skills to be able to develop a network of key contacts;
  • The ability to maintain a wide range of working relationships;
  • Ability to work well and deliver results both independently and as part of a team, quickly and reliably with attention to detail and limited supervision, even when under pressure;
  • Demonstrated initiative and problem solving skills;
  • Strong organizational skills;
  • Fluency in Ukrainian and English, both spoken and the ability to draft clear written communications.
